Aldilà delle misure di sostegno di carattere eccezionale legate all’emergenza del Covid-19 e al Temporary Framework adottato dalla Commissione, tali interventi sono d’altra parte destinati ad intensificarsi nel quadro del Green Deal europeo proposto dalla Commissione europeo con la Comunicazione del dicembre 2019. Tali sviluppi hanno ovviamente alimentato il dibattito giurisprudenziale e dottrinale sui tratti più significativi della disciplina, a cominciare da quelli inerenti alla nozione di aiuto, con i suoi molteplici elementi costitutivi, alla compatibilità di misure così qualificate con il mercato interno e alla questione della responsabilità per la violazione o l’illegittima applicazione di tale disciplina. Anche nel settore dell’energia, nel quale i meccanismi di sostegno o di stimolo alle imprese hanno assunto forme diverse (dal capacity market alla promozione dell’efficienza energetica, dagli incentivi alle fonti rinnovabili a quello allo sviluppo delle infrastrutture) e talora di incerta natura, il dibattito è intenso e ha coinvolto giudici europei e nazionali, Commissione europea, autorità nazionali e dottrina. Il volume approfondisce tali tematiche, analizzando sia le questioni di carattere generale sia quelle specificamente riguardanti il comparto energetico, alla luce della prassi della Commissione e della giurisprudenza europea più recenti.

The Special Issue entitled “Sustainable Agriculture and Soil Conservation” collects 12 original contributions addressing the state of the art of sustainable agriculture and soil conservation. The papers cover a wide range of topics, including organic agriculture, soil amendment and soil organic carbon (SOC) management, the impact of SOC on soil water repellency, the effects of soil tillage on the quantity of SOC associated with several fractions of soil particles and depth, and SOC prediction, using visible and near-infrared spectra and multivariate modeling. Moreover, the effects of some soil contaminants (e.g., crude oil, tungsten, copper, and polycyclic aromatic hydrocarbons) are discussed or reviewed in light of the recent literature. The collection of the manuscripts presented in this Special Issue provides a relevant knowledge contribution for improving our understanding on sustainable agriculture and soil conservation, thus stimulating new views on this main topic.
