Book excerpt: Belgium has a unique place in the history of migration in that it was the first among industrialized nations in Continental Europe to develop into an immigrant society. In the nineteenth century Italians, Jews, Poles, Czechs, and North Africans settled in Belgium to work in industry and commerce. They were followed by Russians in the 1920s and Germans in the 1930s who were seeking a safe haven from persecution by totalitarian regimes. In the nineteenth century immigrants were to a larger extent integrated into Belgian society: they were denied political rights but participated on equal terms with Belgians in social life. This changed radically in the twentieth century; by 1940 the rights of aliens were severely curtailed, while those of Belgian citizens, in particular in the social domain, were extended. While the state evolved into a "welfare state" for its citizens it became more of a police state for immigrants. The state only tolerated immigrants who were prepared to carry out those jobs that were shunned by the Belgians. Under the pressure of public opinion, an exception was made in the cases of thousands of Jewish refugees that had fled from Nazi Germany. However, other immigrants were subjected to harsh regulations and in fact became the outcasts of twentieth-century Belgian liberal society. This remarkable study examines in depth and over a long time span how (anti-) alien policies were transformed, resulting in an illiberal exclusion of foreigners at the same time as democratization and the welfare state expanded. In this respect Belgium is certainly not unique but offers an interesting case study of developments that are characteristic for Europe as a whole.

Being much more than a descriptive account of an African society, it was the first intensive ethnography to adopt the ideas of Max Weber. It pioneered the idea that religion and ritual could be the basis of political action. It also showed how state systems could evolve not just on the basis of conquest but as a result of societies without kings inviting those with kings to govern them. Author Aidan Southall's theory of the segmentary state was adopted by political anthropologists throughout the subject and also by political scientists, being applied not just to Africa but also to India and other parts of the world. The book was able to arrive at such long-lasting and imaginative conclusions through the use of ethnographic material of a quality rarely surpassed. It is moreover arguably the best book in social anthropology of a Nilotic-speaking people. Southall's own command of their language and his overall scholarly knowledge of Nilotes is also unsurpassed.

Scholars for the last couple of decades have been trying to assess when the work was actually written or compiled and by whom. In view of the widespread distribution of manu scripts of the work all over Europe, they have also been seeking to find out who was influenced by the work, and what it represented for its time. Hitherto unknown manuscripts are being turned up in public and private libraries all over Europe and the United States.

It is also an account of the critical reception afforded to such literature, and the ways in which criticism has attempted to stifle this challenge. Bryson and Movsesian argue that the poetry they explore celebrates and reinvents the love the troubadour poets of the eleventh and twelfth centuries called fin’amor: love as an end in itself, mutual and freely chosen even in the face of social, religious, or political retribution. Neither eros nor agape, neither exclusively of the body, nor solely of the spirit, this love is a middle path. Alongside this tradition has grown a critical movement that employs a 'hermeneutics of suspicion', in Paul Ricoeur’s phrase, to claim that passionate love poetry is not what it seems, and should be properly understood as worship of God, subordination to Empire, or an entanglement with the structures of language itself – in short, the very things it resists. The book engages with some of the seminal literature of the Western canon, including the Bible, the poetry of Ovid, and works by English authors such as William Shakespeare and John Donne, and with criticism that stretches from the earliest readings of the Song of Songs to contemporary academic literature. The aim of the papers is to answer the following basic questions: Does the Septuagint enhance the messianic hope developed in the Masoretic text? Does it reflect a stage in the development of Israel's messianic expectations, perhaps preparing for Christianity and its Messiah? Questioning a theory accepted by many scholars, the author argues that the Septuagint as a whole does not exhibit an increased interest in royal messianism. While some texts offer literal translations, others display a weakening of the royal messianic character of the translated passages, or perhaps more correctly, several relevant passages in the Septuagint are witnesses to an earlier Hebrew version in which the messianic accents were less pronounced than in the final Masoretic text.

The comparisons suggest that small, open and competing jurisdictions have been more innovative than large empires – as has been suggested by David Hume in 1742.
