In the 1960s-70s, the world was slowly beginning to realise that environment degradation was not sustainable. With phenomena such as acid rain, it became clear that pollution did not stop at national boundaries and the European environmental conscience developed in parallel to such growing environmental concerns. The oil crisis in 1973 was a turning point in the integration process for both energy policy and environment policy, and while further integration towards the European energy policy failed; the environmental policies took shape in measures such as energy saving. The Commission incorporated both energy and environmental policies into the EU policy canon and built an institutional framework, responding to the insufficiency of national policy answers and the developing environmental conscience of the European people. This book will be of interest to students and scholars of European Integration, European Union politics and history and environmental politics and policy.

Book excerpt: Le present ouvrage s'interroge sur les caracteristiques et les fondements de l'echec relatif du desarmement nucleaire au cours des trente-cinq dernieres annees. En evaluant a la fois les paralleles existant entre le concept de desarmement nucleaire et les etudes critiques de la securite, de meme que ceux entre la mise en oeuvre du desarmement et la pensee realiste en relations internationales, cette analyse en arrive a la conclusion que la vision traditionnelle de la securite que semblent partager les acteurs impliques dans ces processus, limite leurs capacites et leur volonte d'abolir ce type d'armement. Ainsi, la vision critique de la securite possedant des fondements theoriques similaires au concept de desarmement nucleaire n'est pas partagee par les puissances nucleaires, ce qui explique que la mise en oeuvre du desarmement nucleaire tel qu'envisagee par la theorie nous semble impossible. Ainsi, la mise en oeuvre de ces processus sous la tutelle des puissances nucleaires, s'apparente davantage, a une forme de reduction opportuniste sacralisant le soi disant -interet national- de l'Etat participant, qu'a une reelle volonte de se defaire de ce type de desarmement.

Book excerpt: Following the acquisition of the atomic bomb by five states, the United Nations began drafting several treaties to limit nuclear proliferation. These efforts failed, as four more states also acquired nuclear weapons. In a similar vein, an attempt to limit atomic weapons - primarily within the two superpowers - was initiated. While the number of weapons has decreased, the new bombs now being manufactured are more powerful and more precise, negating any reduction in numbers. In the field of civil nuclear use, all nuclear facilities (reactors, factories, etc.) have a limited lifespan. Once a plant is permanently shut down, these facilities must be decommissioned and dismantled. These operations are difficult, time-consuming and costly. In addition, decommissioning generates large volumes of radioactive waste of various categories, including long-lived and high-activity waste. Risks to the environment and to health are not negligible during decommissioning. The International Atomic Energy Agency (IAEA) and the Nuclear Energy Agency (NEA) of the Organisation for Economic Co-operation and Development (OECD) have produced numerous publications with recommendations. Each state has its own decommissioning strategy (immediate or delayed) and final plan for the site - whether it be returning it to greenfield status or obtaining a nuclear site license with centuries-long monitoring.
