Book excerpt: Schools of Democracy offers a vivid analysis of the long-term impact of engagement in participatory budgeting institutions in Europe. While democratic innovations flourish around the world, there have been great hopes for their potential to revitalize representative government and solve the increasing apathy of the public. Based on a rich ethnographic study in France, Italy and Spain, this book shows how participatory institutions can encourage personal involvement, by creating the procedural and social conditions conducive to the formation of a competent and involved citizenry. Rather than deliberation itself, it seems that informal discussions and interactions between a diverse public allow mutual learning and the beginning of a political trajectory for people at the margins of the public sphere. However, this book also shows that citizens can become disappointed by the little decision-making power they are granted, as they leave the process often more cynical than before. Contains: A unique study on the long-term individual impact of engagement in participatory institutions. While most research deal with short-term impact, Schools of democracy addresses impact of participation after two years of engagement. Unique access to the black box of participatory institutions. However, it is an increasingly important feature in the management of organizations. The contemporary world suffers from a double unsustainability: the abusive exploitation of natural resources endangers the balance of the climate and biodiversity, while growing inequalities condemn our ability to maintain a balanced society. These unsustainabilities are mutually reinforcing and call for the affirmation of a double solidarity, which unites humans among themselves, and links humans and nonhumans. Such an effort cannot be decreed. It must be organized. Based on numerous grassroots initiatives and citizens’ experimentations that are being invented every day around the world and on a historical and anthropological approach, this book explores different ways of combining solidarity and organization. Solidarity-based management, governance of the commons, and Buen Vivir approaches are some of the perspectives analyzed in the context of a North-South dialogue in order to formulate the conceptual framework and practical steps of a social and environmental transition. It offers both theoretical background and living examples to students, professors and researchers to better understand and better teach new avenues for management.

Political belonging comes to be equated with specific norms, values and appropriate behaviour, with distinctions made between virtuous, desirable citizens and deviant, undesirable ones. In this book, we analyze the formulation, implementation, and contestation of such normative framings of citizenship, which we term ‘citizenship agendas’. Some of these agendas are part and parcel of the working of the nation-state. Other citizenship agendas, however, are produced beyond the nation-state. The chapters in this book study various sites where the meaning of ‘the good citizen’ is framed and negotiated in different ways by state and non-state actors. We explore how multiple normative framings of citizenship may coexist in apparent harmony, or merge, or clash. The different chapters in this book engage with citizenship agendas in a range of contexts, from security policies and social housing in Dutch cities to state-like but extralegal organizations in Jamaica and Guatemala, and from the regulation of the Muslim call to prayer in the US Midwest to post-conflict reconstruction in Lebanon. Book excerpt: There is much current controversy over whether the rights to seeds or plant genetic resources should be owned by the private sector or be common property. This book addresses the legal and policy aspects of the multilateral seed management regime. First, it studies in detail the International Treaty on Plant Genetic Resources for Food and Agriculture (the Treaty) in order to understand and identify its dysfunctions. Second, it proposes solutions - using recent developments of the "theory of the commons" - to improve the collective seed management system of the Treaty, a necessary condition for its member states to reach the overall food security and sustainable agriculture goals. Redesigning the Global Seed Commons provides a significant contribution to the current political and academic debates on agrobiodiversity law and governance, and on food security and food sovereignty, by analyzing key issues under the Treaty that affect the design and implementation of regulatory instruments managing seeds as a commons. It also examines the practical, legal, political and economic problems encountered in the attempt to implement these obligations in contemporary settings. In particular, it considers how to improve the Treaty implementation by proposing ways for Contracting Parties to better reach the Treaty’s objectives taking a holistic view of the human-seed ecosystem. Following the tenth anniversary of the functioning the Treaty’s multilateral system of access and benefit-sharing, which is currently under review by its Contracting Parties, this book is well-timed to examine recent developments in the field and guide the current review process to design a truly Global Seed Commons.

Book excerpt: This book takes stock of political reform in Ethiopia and the transformation of Ethiopian society since the adoption of multi-party politics and ethnic federalism in 1991. Decentralization, attempted democratization via ethno-national representation, and partial economic liberalization have reconfigured Ethiopian society and state in the past two decades. Yet, as the contributors to this volume demonstrate, ‘democracy’ in Ethiopia has not changed the authority structures and the culture of centralist decision-making of the past. The political system is tightly engineered and controlled from top to bottom by the ruling Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF). Navigating between its 1991 announcements to democratise the country and its aversion to power-sharing, the EPRDF has established a de facto one-party state that enjoys considerable international support. This ruling party has embarked upon a technocratic ‘developmental state’ trajectory ostensibly aimed at ‘depoliticizing’ national policy and delegitimizing alternative courses. The contributors analyze the dynamics of authoritarian state-building, political ethnicity, electoral politics and state-society relations that have marked the Ethiopian polity since the downfall of the socialist Derg regime. Chapters on ethnic federalism, 'revolutionary democracy', opposition parties, the press, the judiciary, state-religion, and state-foreign donor relations provide the most comprehensive and thought-provoking review of contemporary Ethiopian national politics to date. It is now possible to study the limits of this method of selecting our political representatives. This book presents the institutionalization of sortition while questioning its political consequences in terms of representation and deliberation. Several examples are used, such as the Citizens' Climate Convention in France and the Conference on the Future of Europe. In the end, the book helps to identify the consequences of using sortition with regard to the principles of equality and inclusion. Above all, it offers readers the possibility of continuing to reflect on this method of random selection, while promoting the implementation of greater equality between citizens.

All these developments of international consequences have led to a new dimension of political communication, and have reoriented some of its traditional meanings, after a very clear dynamic has irrupted in our lives: the crisis. Many new dynamics have introduced significant changes and altered the nature of international relations, the processes of policy making, the governmental performances, the citizen's demands, the electoral campaigns, and the geographical tensions, among other socio-political developments. The revolutionary wave of demonstrations, protests, riots and civil wars in the Arab world starting in 2010 (Arab spring); the waves of human asylum seekers as a direct consequence of this reality; the so-called colour revolutions that overthrew governments in Georgia, Ukraine, Kyrgyzstan, and Lebanon; the territorial conflict between Russia and Ukraine; the intensification of the anti-globalisation movements; the outraged protests around the world; the conflict between Israel and Palestine, one of the hardest and longest conflicts to date that has been reactivated over and over; the terrorist attacks in Madrid, London, Boston and Paris; or the recent global threat created by the Islamic State of Iraq and the Levant (ISIS); all this leads societies to an unprecedented present in the realm of political communication. Some of those topics are treated in this volume, approaching the main questions with the googles of political communication, since most of these developments have a very visible communicational dimension. This book comprises several chapters divided into five different sections. These stimulating pieces of research were presented by 30 international contributors, from almost 10 different nationalities.
