Cette démarche encastrée dans le concept de démocratie alimentaire avait pour objectif de croiser les connaissances de la recherche, de la formation et des initiatives citoyennes à partir des conditions d’accès à l’alimentation des familles à petits budgets et des personnes en situation de précarité. Cette entrée par la précarité a pour fonction de révéler de façon plus saillante les inégalités et l’invisibilité de celles-ci dans la façon dont les politiques publiques y répondent depuis le milieu des années 1980. L’enseignement essentiel issu de ce croisement des dynamiques de savoirs résulte de l’analyse fine de la non effectivité du droit à l’alimentation en France et la compréhension de cette situation de fait, permet de comprendre un certain nombre de freins. La transversalisation a été le mot d’ordre tout au long du séminaire et est reprise dans l’ouvrage : à savoir, croiser autant que faire se peut, les regards et les paroles. l’ouvrage reflète ce patient travail des uns, des unes et des autres et le tissage, dé-tissage, re-tissage des fils tirés durant ces dix-huit mois de coopération. Si le choix éditorial est le nôtre, il ne traduit aucunement une hiérarchie dans l’importance des apports des auteurs et autrices.

Moreover, food systems encompass different stakeholders operating at different levels with enormously different interests and worldviews.

Book excerpt: A call for a new form of democracy in which “hybrid forums” composed of experts and laypeople address such sociotechnical controversies as hazardous waste, genetically modified organisms, and nanotechnology. Controversies over such issues as nuclear waste, genetically modified organisms, asbestos, tobacco, gene therapy, avian flu, and cell phone towers arise almost daily as rapid scientific and technological advances create uncertainty and bring about unforeseen concerns. The authors of Acting in an Uncertain World argue that political institutions must be expanded and improved to manage these controversies, to transform them into productive conversations, and to bring about “technical democracy.” They show how “hybrid forums”—in which experts, non-experts, ordinary citizens, and politicians come together—reveal the limits of traditional delegative democracies, in which decisions are made by quasi-professional politicians and techno-scientific information is the domain of specialists in laboratories. The division between professionals and laypeople, the authors claim, is simply outmoded. The authors argue that laboratory research should be complemented by everyday experimentation pursued in the real world, and they describe various modes of cooperation between the two. They explore a range of concrete examples of hybrid forums that have dealt with sociotechnical controversies including nuclear waste disposal in France, industrial waste and birth defects in Japan, a childhood leukemia cluster in Woburn, Massachusetts, and mad cow disease in the United Kingdom. The authors discuss the implications for political decision making in general and describe a “dialogic” democracy that enriches traditional representative democracy. To invent new procedures for consultation and representation, they suggest, is to contribute to an endless process that is necessary for the ongoing democratization of democracy.

Book excerpt: The 2010 State of the Forest report (SOF) benefited from financial support from the European Union, the United States, Germany, France and UNESCO. It represents the collaborative effort of over 100 individuals from a diversity of institutions and the forestry administrations of the Central African countries. The SOF process began with the selection and definition of indicators relevant to monitoring the state of forests in Central Africa. The indicators are structured around three thematic areas: (i) forest cover; (ii) management of production forests; and (iii) conservation and biodiversity. They are presented in a hierarchical structure at the regional, national and management unit (i.e. logging concessions and protected areas) levels. The indicators were vetted by a representative panel of stakeholders of forest management in Central Africa. The indicators are used to guide an annual data collection process carried out between April and August by national groups of four to ten individuals working within the forestry administrations. The data reported on in the 2010 SOF were primarily collected in 2009 and 2010. Results were validated in national workshops attended by government officials as well as representatives of environmental NGOs, the private sector and development projects. The data provided an important basis for the authors of the 11 chapters of the 2010 SOF, which were under the coordination of a scientific committee of international renown. A final workshop was held 29-30 March, 2011 in Douala to review a draft report. Following amendments based on comments from a wide audience of experts the final layout was completed.

Considered the most forward looking regional agreement of the time, it influenced significantly the development of environmental law in Africa. This was undertaken under the auspices of the African Union (previously OAU), and the revision was adopted by its Heads of State and Government in July 2003 in Maputo. The introduction provides an overview of this new international treaty, as well as a commentary to each of its provisions.
