Book excerpt: Cet ouvrage est issu d'une sélection de textes présentés lors de séminaires de la formation doctorale " Géographie et pratique du développement dans le Tiers monde " (Paris X, Paris I et INA-PG). En réunissant des géographes travaillant en Afrique, en Asie et en Amérique latine, il s'agissait certes de montrer la diversité des rapports qui lient ou délient les villes et les campagnes du Sud mais aussi d'identifier des problématiques et des approches communes surpassant l'habituel clivage des aires culturelles. La question des relations de réciprocité entre processus d'urbanisation et devenir des espaces ruraux a longtemps été dominée par la thèse du parti pris urbain (urban bias) défendue par M. Lipton. C'est à la discussion des arguments de cette thèse que des géographes, à la suite d'économistes et de politologues, entendent concourir. Les textes montrent d'abord que les relations entre urbanisation et agriculture ne relèvent pas d'une coupure simpliste entre " citadins " et " ruraux", négligeant trop souvent l'hétérogénéité des intérêts et la diversité des pratiques. Le creusement des inégalités sociales au Sud est ainsi loin d'être unilatéral, gagnants et perdants pouvant être tantôt des fractions citadines, tantôt des groupes paysans et parfois les deux. Par ailleurs, s'interroger sur les situations actuelles ne dispense pas, pour les comprendre, de les situer dans le temps long des civilisations, ni de les inscrire dans une véritable histoire des territoires. Pour rendre intelligibles les transformations produites, à toutes échelles, à la fois par la mondialisation des échanges et par les dynamiques autochtones, il est donc nécessaire de penser en termes d'articulations les rapports actuels entre villes, bourgs et villages : sont-ils d'ailleurs si " nouveaux" ou est-ce le regard des chercheurs qui a changé ? Quelle que soit la réponse à cette question, il demeure impératif d'élaborer des problématiques communes, centrées sur les relations de réciprocité entre inégalités sociales accrues, fragmentation des espaces urbains et ruraux et modes de régulation émergents.

L’expérience des économies développées et émergentes démontre que le produit intérieur brut (PIB) par habitant augmente avec la progression de l’urbanisation. Néanmoins, l’économie de la Côte d’Ivoire affiche des performances insuffisantes sur le plan de l’urbanisation. L’urbanisation et le revenu par habitant ont une corrélation négative depuis la fin des années 1970, et la pauvreté augmente. Au lieu d’envisager le développement des villes individuellement, un plan d’urbanisation réussie devrait considérer les villes de la Côte d’Ivoire comme un portefeuille d’actifs qui se distinguent les uns des autres par leur taille, leur emplacement et la densité de leur population. Les auteurs de L’Urbanisation diversifiée : Le cas de la Côte d’Ivoire identifient trois types de villes, fondées sur leurs contributions à la croissance et à la création d’emplois : les connecteurs globaux ; les connecteurs régionaux, situées le long des corridors d’échanges et des transports régionaux ; et les connecteurs locaux, qui génèrent les économies de localisation nécessaires à l’agro-industrie. Les parties prenantes des administrations nationales et infranationales et du secteur privé ont formulé une vision commune de l’urbanisation en Côte d’Ivoire : « villes planifiées, structurées, compétitives, attractives, inclusives et organisées autour de pôles de développement ». Afin de réaliser cette vision et d’atteindre le statut de pays à revenu intermédiaire, les décideurs politique ivoiriens doivent agir de toute urgence pour promouvoir une urbanisation diversifiée pour tous les types de villes. Cette présente étude identifie des contraintes principales et des enjeux dans quatre domaines : la planification, les connexions, l’écologisation, et le financement des villes.

Considerable investment will be needed to sustain this level of growth and to clear up accumulated backlogs. At the same time, decentralization has resulted in increased responsibilities for local government; but in most cases, institutional reforms were carried out without the transfer of a sufficient level of resources, and local capacities in governance and project management are weak. Which mechanisms will finance these extensive needs, and how will African local governments meet these needs? Specifics on how to finance African cities have not been studied. The actual scale of this market has not been fully grasped. A systemic approach to this market is difficult because of its diversity (country size; institutional context; characteristics of urban network; availability of capital market, currency, etc.) and a lack of data. Donors’ assistance methods in the sector are disparate, marked by disputes between different schools of thought; special-purpose vehicles created by donors operate according to a variety of methods and with wide-ranging and sparsely disseminated results. What is the best way to transform these systems, often antiquated in many respects, into modern financing systems that facilitate access to domestic markets, mobilize local savings and reinforce local government autonomy? There is no single answer to this question in regard to such a variety of institutional and economic contexts. The main objective of the study is to clarify the debates and to enlighten the choices of African decision-makers at local and national level.
