Book excerpt: This book explores the position, role and significance of the peasantry in an era of globalization, particularly of the agrarian markets and food industries. It argues that the peasant condition is characterized by a struggle for autonomy that finds expression in the creation and development of a self-governed resource base and associated forms of sustainable development. In this respect the peasant mode of farming fundamentally differs from entrepreneurial and corporate ways of farming. The author demonstrates that the peasantries are far from waning. Instead, both industrialized and developing countries are witnessing complex and richly chequered processes of 're-peasantization', with peasants now numbering over a billion worldwide. The author's arguments are based on three longitudinal studies (in Peru, Italy and The Netherlands) that span 30 years and provide original and thought-provoking insights into rural and agrarian development processes. The book combines and integrates different bodies of literature: the rich traditions of peasant studies, development sociology, rural sociology, neo-institutional economics and the recently emerging debates on Empire.

L’on doit bien au contraire constater que la globalisation des échanges et de l’économie est loin d’effacer le besoin d’ancrage géographique des produits et services pour les parties prenantes concernées, qu’il s’agisse des clients (peut-être de plus en plus) sensibles à l’origine des produits et services qu’ils consomment, des producteurs de biens et des fournisseurs des services concernés toujours à la recherche d’un avantage compétitif, mais aussi des États qui perçoivent eux aussi l’intérêt à se démarquer sur un marché global très concurrentiel. Outre sa puissance symbolique – qu’il suffise de mentionner ici la désignation « Swissness » ou « Suissitude » telle qu’elle résulte des nouvelles réglementations suisses –, un rattachement géographique peut incontestablement avoir une valeur économique considérable qui appelle ainsi une protection légale efficace. C’est à l’analyse de différents aspects internationaux, régionaux et locaux de cette large thématique que s’attachent les contributions qui composent le présent ouvrage. Que les auteurs de celles-ci trouvent ici l’expression de notre gratitude pour les remarquables réflexions qu’ils y ont exposées. Nos remerciements s’adressent aussi à M. Book excerpt: The Starving Empire traces the history of famine in the modern French Empire, showing that hunger is intensely local and sweepingly global, shaped by regional contexts and the transnational interplay of ideas and policies all at once. By integrating food crises in Algeria, West and Equatorial Africa, and Vietnam into a broader story of imperial and transnational care, Yan Slobodkin reveals how the French colonial state and an emerging international community took increasing responsibility for subsistence, but ultimately failed to fulfill this responsibility. Europeans once dismissed colonial famines as acts of god, misfortunes of nature, and the inevitable consequences of backward races living in harsh environments. But as Slobodkin recounts, drawing on archival research from four continents, the twentieth century saw transformations in nutrition, scientific racism, and international humanitarianism that profoundly altered ideas of what colonialism could accomplish. A new confidence in the ability to mitigate hunger, coupled with new norms of moral responsibility, marked a turning point in the French Empire's relationship to colonial subjects—and to nature itself. Increasingly sophisticated understandings of famine as a technical problem subject to state control saddled France with untenable obligations. The Starving Empire not only illustrates how the painful history of colonial famine remains with us in our current understandings of public health, state sovereignty, and international aid, but also seeks to return food—this most basic of human needs—to its central place in the formation of modern political obligation and humanitarian ethics.
