Book excerpt: Bringing together case studies from Canada, the Nordic countries and Russia, this book is the first to provide a comparative examination of the current transformations in the forest industry regimes and the challenges they make for the communities dependent on this industry. Questioning how globalization has influenced forest regimes, the book focuses on individual forest companies and argues that they are the main motors of the industry's internationalization, often without taking due consideration of the complex interrelations between society, the environment and forest trade. During the current phase of globalization, the sphere of material production within the forest industry has increasingly been modified by more speculative signals from the market. Both the growing role of investor interests, as well as the broader societal demands for 'greening' the production chain, have forced managers to be more sensitive to the performance profile and image of their companies. In conclusion, the book highlights instances of processes working towards homogenization and diversity, and suggests that while Anglo-American management practice is increasingly important across the northern forest regions, it is also meeting with resistance due to historical and political conditions.

Book excerpt: Cette thèse est une exploration pour rendre opérationnel le concept d'aménagement forestier durable, en dépassant les perspectives proposées par le rendement soutenu. Dans ce cadre, la démarche n'est pas de calculer l'évolution de la production des volumes de bois pour en garantir un flux constant, mais bien la définition, par la diversité des acteurs, de la cohérence dans le développement d'une diversité d'activités forestières. Cette démarche nécessite non seulement un éclairage associé à la connaissance experte, mais aussi à la connaissance provenant des acteurs des activités forestières et des acteurs de la gouvernance pour comprendre les effets de tels développements sur le territoire. La réalité, sur le terrain montre que la préoccupation des acteurs du milieu forestier va au-delà de la préservation des volumes de bois.Ainsi, la durabilité forestière englobe d'autres valeurs et usages non ligneuses et non monétaires. Une évaluation de ces autres valeurs ne saurait se faire sans la création d'une démarche participative dont la finalité est de construire les préférences par les acteurs eux-mêmes. Ainsi, l'aménagement forestier durable devient un problème de choix social afin d'identifier les formes d'aménagement acceptables par les acteurs du territoire. Cette recherche s'attèlera à ressortir ces préférences sociétales sur le territoire pilote du Saguenay-Lac-Saint-Jean par une démarche délibérative et des outils multimédias de la médiation des connaissances.

En effet, l'histoire a démontré que sans aménagement durable des forêts, la matière ligneuse vient à manquer. Au Québec, le concept de rendement soutenu et le calcul de la possibilité forestière ont été développés en réponse à cette problématique. Ayant comme objectif fondamental la récolte de matière ligneuse à perpétuité, le rendement soutenu a grandement évolué depuis son intégration dans le régime forestier québécois, en réaction à l'acquisition de nouvelles connaissances, de changement dans les objectifs d'aménagement et de prises de conscience sociale. Il demeure que l'atteinte d'un aménagement forestier durable ne se mesure qu'à l'aide d'un système de suivi efficace. Bien que cela semble acquis, le Québec ne s'est pas encore doté d'un outil pour évaluer la durabilité de ses pratiques forestières de façon rétrospective et adaptée au contexte des unités d'aménagement, là où les enjeux locaux se manifestent. Ainsi, nous nous sommes posé la question : comment évaluer la performance de l'aménagement durable des forêts pour une unité d'aménagement en particulier, et ce, en prenant en compte les objectifs changeants au fil du temps? L'unité d'aménagement 034-51, couvrant le territoire de la Forêt de la Seigneurie de Lotbinière, a été utilisée comme étude de cas. En utilisant les données générées par les inventaires écoforestiers du Québec méridional, la documentation disponible sur l'aménagement et l'état de cette forêt depuis son acquisition par le gouvernement québécois en 1967, nous avons développé une approche méthodologique de reddition de compte de l'aménagement durable des forêts selon les objectifs adoptés au cours des cinquante dernières années. Ainsi, en couplant une analyse historique de l'aménagement forestier de ce territoire avec les données écoforestières des cinquante dernières années, nous avons pu poser un diagnostic du progrès vers l'aménagement forestier durable et de l'évolution de l'état de la forêt. L'évolution des objectifs d'aménagement suggère, avec plusieurs nuances, un progrès vers l'aménagement durable de la forêt. Les résultats indiquent une hausse de la superficie des peuplements en régénération et des vieux peuplements, ainsi qu'une hausse de la présence des essences sensibles à l'aménagement comme le bouleau jaune, la pruche du Canada et le thuya occidental. L'évaluation de l'adéquation entre l'évolution de l'aménagement forestier et l'état de la forêt exige, toutefois, des études de validation. Les résultats suggèrent un diagnostic riche en constats socio-écologiques spécifiques au territoire à l'étude, ce qui est inédit avec les processus de reddition de compte traditionnels pour les forêts publiques.
