Time and again scientists and other intellectuals have claimed their endeavors to be neutral, elevated above the world of partisan conflict and power politics. This volume studies the resonances between neutrality in science and culture and neutrality in politics. By analyzing the activities of scientists, intellectuals, and politicians (sometimes overlapping categories) of mostly neutral nations in the First World War and after, it traces how an ideology of neutralism was developed that soon was embraced by international organizations. This book explores how the notion of neutrality has been used and how a neutralist discourse developed in history. None of the contributions take claims of neutrality at face value – some even show how they were made to advance partisan interests. The concept was typically clustered with notions, such as peace, internationalism, objectivity, rationality, and civilization. But its meaning was changeable – varying with professional, ideological, or national context. As such, Neutrality in Twentieth-Century Europe presents a different perspective on the century than the story of the great belligerent powers, and one in which science, culture, and politics are inextricably mixed.

This book summarizes the state of discussions regarding net neutrality in Europe. It comes at the time the European Commission intends to legislate to guarantee the right of all citizens to access the open Internet. Net neutrality is not only about how to ensure the fundamental right to receive and impart online information. The rules on the protection of consumers, by fostering transparency, also contribute to Internet neutrality and openness. Similarly competition law prohibits anti-competitive discrimination, including in Internet communications. Net neutrality thus appears at the juncture of various areas of the law. The contributions of this book compare the merits of various forms of regulation and discuss the policy dimensions of the net neutrality debate.

From 1975 until the end of the Cold War, neutral states offered mediation and good offices and fought against the stagnation of the détente policy especially in the framework of the CSCE. After the end of the Cold War, neutral states became active in peace-operations outside of military alliances. The concept of neutrality has proven time and again that it can adapt to new situations. In many ways, small neutral states have more room to maneuver than members of alliances or big powers. They have more acceptance and fewer geopolitical interests. Neutrality has been declared obsolete many times in its long and layered history., yet it has also made many comebacks in varying forms and contexts. Neutrality in the 21st century does not involve to staying out but engaging. In contrast to disengagement and staying out, engaged neutrality entails active participation in the international security policy in general and in international peace operations in particular. Engaged neutrality means involvement whenever possible and staying out only if necessary.
