Book excerpt: In this volume, twelve experts on Latin American politics investigate the ways in which the interaction between legislative institutions and the policy positions of key actors affects the initiation and passage of legislation, covering seven Latin American Countries: Argentina, Brazil, Chile, Colombia, Mexico, Peru, and Uruguay. These seven presidential systems vary widely in terms of their legislative institutions and the position of relevant actors. The introduction provides a framework to understand the interaction of legislative majorities, political institutions, and policy position, and each chapter begins with a description of the constitutional and congressional rules that allocate powers to propose, amend, and veto legislation. The authors then identify the political actors who have these prerogatives and apply the framework to show how their policy positions and relative strengths influence legislative decision-making. The findings are consistent with the basic argument of the book that presidents with extensive legislative powers may be constrained by the positions of their legislative allies, whereas weaker presidents may be well-positioned to build successful coalitions to achieve their legislative goals. The essays in this volume demonstrate that institutional design, which determines the allocation of legislative powers, must be considered along with the policy preferences of key legislative actors in order to construct a full picture of law-making. Oxford Studies in Democratization is a series for scholars and students of comparative politics and related disciplines. Volumes concentrate on the comparative study of the democratization process that accompanied the decline and termination of the cold war. The first addresses in eight chapters important aspects of representative democracy such as political ambition, political trust, satisfaction with democracy, clientelism and the quality of democracy. It then discusses three relevant issues in Latin American political dynamics such as executive-legislative relations, women's participation as representatives, and the meaning of China and the United States in national politics. The second part addresses in five chapters studies of seven national cases that are representative of regional heterogeneity. These chapters aim to examine parliamentarian elites’ attitudes in different political systems with regard to a variety of relevant issues such as institutional trust, satisfaction with democracy, Executive-Legislative relations, clientelism, and gender questions. It distinguishes among parties, factions, coalitions and delegations based on the extent to which they are unified in their voting and/or willing to form policy coalitions with other legislative 'agents'. It discusses the voting unity and ballot systems that allow voters to identify an agent, and describes the degree to which those agents have been flexible with regards to the formation of policy coalitions. It also shows that the US parties have exhibited higher levels of unity but less flexibility in recent years, and thus contrast the prevailing pattern in Latin America. The book focuses its explanation for the patterns on the role of candidate nominations, other aspects of the electoral system and the legislators' ideological alignments.

This link takes a variety of forms in democratic regimes, from the organization of political machines built around clientelistic networks to the establishment of sophisticated programmatic parties. Latin American Party Systems provides a novel theoretical argument to account for differences in the degree to which political party systems in the region were programmatically structured at the end of the twentieth century. Based on a diverse array of indicators and surveys of party legislators and public opinion, the book argues that learning and adaptation through fundamental policy innovations are the main mechanisms by which politicians build programmatic parties. Marshalling extensive evidence, the book's analysis shows the limits of alternative explanations and substantiates a sanguine view of programmatic competition, nevertheless recognizing that this form of party system organization is far from ubiquitous and enduring in Latin America.
