Through an analysis of political and economic development in four countries—Turkey, Syria, Korea, and Taiwan—this book explores the origins of political-economic institutions and the mechanisms connecting them to economic outcomes. David Waldner extends our understanding of the political underpinnings of economic development by examining the origins of political coalitions on which states and their institutions depend. He first provides a political model of institutional change to analyze how elites build either cross-class or narrow coalitions, and he examines how these arrangements shape specific institutions: state-society relations, the nature of bureaucracy, fiscal structures, and patterns of economic intervention. He then links these institutions to economic outcomes through a bargaining model to explain why countries such as Korea and Taiwan have more effectively overcome the collective dilemmas that plague economic development than have others such as Turkey and Syria. The latter countries, he shows, lack institutional solutions to the problems that surround productivity growth. The first book to compare political and economic development in these two regions, State Building and Late Development draws on, and contributes to, arguments from political sociology and political economy. Based on a rigorous research design, the work offers both a finely drawn comparison of development and a compellingly argued analysis of the character and consequences of "precocious Keynesianism," the implementation of Keynesian demand-stimulus policies in largely pre-industrial economies.

The need for an updated synthesis on paleoceanographic science is urgent, owing to the huge and very diversified progress made in this domain during the last decade. In addition, no comprehensive monography still exists in this domain. This is quite incomprehensible in view of the contribution of paleoceanographic research to our present understanding of the dynamics of the climate-ocean system. The focus on the Late Cenozoic ocean responds to two constraints. Firstly, most quantitative methods, notably those based on micropaleontological approaches, cannot be used back in time beyond a few million years at most. Secondly, the last few million years, with their strong climate oscillations, show specific high frequency changes of the ocean with a relatively reduced influcence of tectonics. The first volume addresses quantitative methodologies to reconstruct the dynamics of the ocean andthe second, major aspects of the ocean system (thermohaline circulation, carbon cycle, productivity, sea level etc.) and will also present regional synthesis about the paleoceanography of major the oceanic basins. In both cases, the focus is the "open ocean leaving aside nearshore processes that depend too much onlocal conditions. In this first volume, we have gathered up-to-date methodologies for the measurement and quantitative interpretation of tracers and proxies in deep sea sediments that allow reconstruction of a few key past-properties of the ocean( temperature, salinity, sea-ice cover, seasonal gradients, pH, ventilation, oceanic currents, thermohaline circulation, and paleoproductivity). Chapters encompass physical methods (conventional grain-size studies, tomodensitometry, magnetic and mineralogical properties), most current biological proxies (planktic and benthic foraminifers, deep sea corals, diatoms, coccoliths, dinocysts and biomarkers) and key geochemical tracers (trace elements, stable isotopes, radiogenic isotopes, and U-series). Contributors to the book and members of the review panel are among the best scientists in their specialty. They represent major European and North American laboratories and thus provide a priori guarantees to the quality and updat of the entire book. Scientists and graduate students in paleoclimatology, paleoceanography, climate modeling, and undergraduate and graduate students in marine geology represent the target audience. There has long been a predisposition to cast the Merovingian period in the dark colours of barbarism or to treat it with reference to personal relationships and archaic institutions. The present volume, instead, recognizes the Merovingian world not as an archaic, primitive intrusion on the Mediterranean civilization of the Roman Empire but simply as a participant in the wider commonwealth that existed before and remained after the dissolution of the western imperial system; in so doing, it serves to refute the scholarly tendency to primitivize Merovingian governance, its underlying institutions, and the broader culture upon which these rested. The collection is divided into four parts. Part I considers the question of whether Merovingian kingship should be viewed as a species of archaic, ‘sacral’ kingship. Part II, on institutions, has chapters that deal with various offices (the grafio and centenarius), public institutions (especially immunity and public security), and the broader makeup of the Merovingian state system. Part III, on charters, procedure, and law, has chapters on the profile of the charter evidence as now presented in the new MGH edition of the Merovingian diplomas and one on particular procedures before the royal tribunal, mistakenly referred to in scholarship as ‘fictitious’ trials; a final chapter provides a reflection on, and basic guide to, the law in general of the successor kingdoms, with an eye to the evidence of Merovingian Gaul. Part IV, a slight change of pace, deals with historiography, both the modern variety (Reinhard Wenskus) and the Merovingian (Gregory of Tours). The workshop - rectors were Robert Avakian, Yerevan Physics Institute, Armenia and Helmut Wiedemann, Stanford (USA). Robert Avakian provided staff, logistics and - frastructure from the Yerevan Physics institute to assure a smooth execution of the workshop. Special thanks goes to Mrs. Ivetta Keropyan for admin- trative and logistics support to foreign visitors. The workshop was held at the institute’s resort in Nor-Hamberd on the slopes of Mount Aragats not far from the Yerevan cosmic ray station. The isolation and peaceful setting of the resort provided the background for a fruitful week of presentations and discussions. Following our invitations, 38 researchers in this ?eld came to the workshop from Armenia, Belarus, Romania, Russia, Ukraine, Denmark, France, G- many and the USA. Commuting from Yerevan local scientists joined the daily presentations. Over a ?ve day period 40 presentations were given.
