Cuando se aborda el principio de igualdad en relación con la denominada consideración conjunta de las contingencias se está enlazando de hecho tanto con la Ley 196/1963, de 28 de diciembre, de Bases de la Seguridad Social, punto de partida de la vigente regulación del Sistema español de Seguridad Social como con la propia Constitución española de 1978, en cuanto base fundamental, entre otras cosas, de nuestro ordenamiento jurídico. Vienen a ser en este sentido, o se interpretan al menos como tales, antecedente y confirmación del estado evolutivo de la cuestión planteada. Se trata, en suma, de destacar distintos aspectos en concreto desde el objetivo pretendido en su día hasta el análisis del momento actual, de acuerdo con el esquema elegido que se plantea, en cuya labor obviamente la referencia a la propia Ley de Bases o a la interpretación de los mismos por el Tribunal Constitucional adaptándolos al Texto Constitucional resulta imprescindible, sea en mayor o menor medida según cada caso, por mínima que quiera ser la profundización pretendida. Y todo ello para tenerlo en cuenta no sólo en cuanto manifestación de una realidad actual, sino también como parte importante a la hora de poder elaborar una concepción estructural lo más consolidada posible de la propia institución de la Seguridad Social y sobre la que poder ubicar, si se admite como tal, posibles ulteriores reformas en el futuro; o, dicho de otro modo, de entresacar conceptos de posible consenso con un margen amplio en el devenir de vaivenes políticos futuros más o menos lejanos.
