Book excerpt: This Atlas presents the first national dataset on livelihoods and the farmers capacity to adapt to climate change in the Lao People's Democratic Republic. Maps included in the Atlas include the satisfaction of farmers’ basic needs, farmers’ access to the resources needed for innovation and the farmers’ capacity to translate innovation into action. The landscape characteristics mapped include attitudes towards livelihood-related change, economic activity, soil fertility, supporting infrastructure, food security issues, water security, institutional support and extension services, access to climate information through information and communication technologies (ICTs ), market access vis-a-vis production orientation, use of and access to agricultural inputs, livelihood diversification, and dependency on agriculture, including the rearing of livestock and fish. The dataset has been generated using an innovative method that combines participatory mapping and advanced data analysis, and which is, both in terms of technical standard and scientific innovation, state-of-the-art. The livelihood data is available online in the Land Resources Information Management System thanks to the work of two collaborating teams: "Applying seasonal climate forecasting and innovative insurance solutions to climate risk management in the agriculture sector in Southeast Asia” (De-Risk) project, implemented by CIAT; and the "Strengthening Agro-Climatic Monitoring and Information Systems (SAMIS)" project, implemented by FAO.

Book excerpt: Significant forest change in the Greater Mekong Subregion (GMS) has resulted in deforestation of primary forests and expansion of plantation forests. Although plantation forest development benefits rural communities through income generation and employment opportunities, there have been negative impacts, including reductions in livestock grazing land and collection of non-timber forest products. This study analysed the association between primary forests, plantation forests, grazing areas and large ruminant populations in Cambodia, Lao PDR and Viet Nam. The report showed that livestock populations in the GMS are dynamic and have been under pressure due to enhanced trade and demand in red meat in China and Viet Nam, with a generally positive association between planted forest areas and populations of cattle and buffalo in Lao PDR and Viet Nam indicated. Tree plantations were an important source of income and generally perceived as having a positive impact on rural livelihoods, despite negatively impacts in grazing land availability. It is recommended that integrative approaches that include the collection of household level data to assess the impact on smallholder livelihoods and the collection of regional level data to capture forest changes in future forest assessments, enabling a more comprehensive understanding of the association between primary forests and planted forest on smallholder livestock production. Silvopastoral models have the potential to provide more viable and sustainable alternatives to the current forestry and livestock production models, supporting the transformation to more sustainable agriculture for better production, better environment, and sustainable development goals in GMS countries and beyond.

The evidence-based, country-led and country-owned Initiative seeks to accelerate the agricultural transformation and sustainable rural development and brings an innovative approach to partnering through match-making. Countries and their partners are empowered through sophisticated data sharing and model-based analytics to improve the targeting of policies, innovation and investment. HIHI is an inclusive process that aims to build partnerships, alliances and synergies among public and private actors, as well as the international development partners for the goals of eradicating poverty and hunger and reducing inequalities. It will channel the required resources – technical, financial, institutional and human capital – to where they are needed the most and where the potential for reaching the SDG 1, SDG 2 and SDG 10 targets is greatest. On the occasion of the FAO Director-General’s visit to Lao PDR in March 2020, the HIHI was discussed as an opportunity to address key impediments to achieving the SDG1, SDG2 and SDG10. The Government of Lao PDR (GoL) suggested the HIHI be implemented in the emerging economic corridor along the Lao-China railway line. This key national infrastructure connects the country with the world’s largest market, China and other countries in ASEAN – the Association of Southeast Asian Nations. HIHI enhances the capacity of previously isolated communities to effectively and sustainably take advantage of the emerging opportunities afforded by the railway. This concept note highlights a general approach and process to address key impediments to achieving SDG 1, 2 and 10 targets in Lao PDR. It intends to generate support, partnership and engagement from a wide range of new and traditional partners such as the private sector, international agencies, resource partners and the target communities themselves. The proposed approach and framework are not a blueprint but rather a flexible mechanism that will adapt to emerging opportunities and partnerships, building synergies with relevant ongoing and planned initiatives.`
