Available in PDF, EPUB and Kindle. Book excerpt: The United States and the North Atlantic Treaty Organization (NATO) face daunting challenges in the Baltic region. Russia is behaving aggressively. Its military is more capable than it has been at any point since the end of the Cold War. More importantly, Russia is finding creative ways to subvert the status quo and to sow discord without triggering Article 5 of NATO, which declares that an attack against one member is an attack against all. These problems are formidable, but we have reason to be optimistic. Far from shattering NATO's cohesion and undermining its resolve, Russian aggression has reinvigorated the alliance. Nor is Russia an unstoppable adversary. It has many weaknesses. Indeed, Russian fears over those vulnerabilities might be driving its aggressive foreign policy. Even if this is not the case and Russia is indeed a relentless predator, it is nevertheless a vulnerable one. The United States and its NATO allies can take advantage of these vulnerabilities. After assessing Russian intentions, capabilities, and limitation, this monograph recommends a hedging strategy to improve early detection capabilities, enhance deterrence in unprovocative ways, and improve regional defenses against a hybrid threat. Achieving these goals should help the United States deter Russia and reassure regional allies more effectively while managing our own worst fears.

Available in PDF, EPUB and Kindle. Book excerpt: Landed estates (shōen) produced much of the material wealth supporting all levels of late classical and medieval Japanese society. During the tenth through sixteenth centuries, estates served as sites of de facto government, trade network nodes, developing agricultural technology, and centers of religious practice and ritual. Although mostly farmland, many yielded nonagricultural products, including lumber, salt, fish, and silk, and provided livelihoods for craftsmen, seafarers, peddlers, and performers, as well as for cultivators. By the twelfth century, an estate “system” permeated much of the Japanese archipelago. This volume examines the system from three perspectives: the land itself; the power derived from and exerted over the land; and the religion institutions and individuals that were involved in landholding practices. Chapters by Japanese and Western scholars explore how the estate system arose, developed, and eventually collapsed. Several investigate a single estate or focus on agricultural techniques, while others survey estates in broad contexts such as economic change and maritime trade. Other chapters look at how we learn about estates by inspecting documents, landscape features, archaeological remains, and extant buildings and images; how representatives of every social stratum worked together to make the land productive and, conversely, how cooperative arrangements failed and rivals battled one another, making conflict as well as collaboration a hallmark of the system. On a more personal level, we follow the monk Chōgen’s restoration of Ōbe Estate and his installation of a famous Amida triad in a temple he built on the premises; the strategies of royal ladies Jōsaimon’in, Hachijōin, and Kōkamon’in as they strove to keep their landholdings viable; and the murder of estate official Gorōzaemon, whose own neighbors killed him as a result of a much larger dispute between two powerful warrior families. Land, Power, and the Sacred represents a significant expansion and revision of our knowledge of medieval Japanese estates. A range of readers will welcome the primary source research and comparative perspectives it offers; those who do not specialize in Japanese medieval history but recognize the value of teaching the history of estates will find a chapter devoted to the topic invaluable. A combination of budgetary pressures, new missions and emerging military roles during the past three decades has led the armed forces of democracies to rethink the training and use of reserve forces. Moreover, reservists have become central to the armed forces as part of moves towards "total" or "comprehensive" defense. Despite this, a scholarly bias towards studying regulars and conscripts means that reservists and reserve soldiers continue to receive only marginal attention. This volume fills that lacuna through a series of country studies examining how best to understand the peculiarities of reservist service. In contrast to regulars and conscripts, reservists are marked by their dual management of civilian and military careers, different family dynamics, diverse motivations and commitment to the armed forces, the material and non-material incentives they are offered, and their place in the political sphere. This volume suggests two frames to make sense of such differences: first, it looks at reservists as "transmigrants" traveling between the military and civilian worlds; and, second, it analyzes the multiple informal "contracts" and negotiations that bind them to the military. All the chapters adopt these conceptualizations, granting the volume a common focus and integrative frame. The volume will be of much interest to students of military and strategic studies, civil-military relations, sociology and International Relations.

However, under the veneer of jointness, deeply fraught processes are at play. Frequently, the services think more about protecting organizational turf than about national security and maintaining an advantage against the United States’ external adversaries. Uniting US military services is a difficult endeavor that becomes even more so the farther from a battlefield and the higher up the command structure the unifying needs to happen. In The Collaborative Fight, Paul R. Birch and Lina M. Svedin examine cases of institutional jointness among US military services from the late nineteenth century into the twenty-first century. They draw actionable conclusions for practitioners in the defense establishment while giving examples of successful joint cooperation that overcame the difficulties inherent in pursuing it. Even the successful cases that Birch and Svedin discuss show that the US military services face bureaucratic incentives and organizational leadership issues that make battlefield cooperation less than ideal. Birch and Svedin adeptly translate theory and history into approaches useful to practitioners in the field while examining the theoretical framework outlining the drivers in joint military cooperation.
