Book excerpt: Excerpt from Land Reclamation Policies in the United States Land reclamation, strictly speaking, includes the bringing into cultivation of all types of unused land, but the term has come to be limited in common practice to the construction of canals and other works necessary to protection from overflow or the removing of sur plus water from wet lands, or to supplying water to dry lands. In popular usage, land provided with these works is reclaimed, although no steps toward putting into cultivation have been taken. Without regard to the correctness of this use of the word, the lands referred to do form a separate category, and their reclamation in volves problems peculiar to this class. Their reclamation is beyond the powers of the owner of a single farm and requires community or corporate action of some kind; and this reclamation must take place in advance of settlement, involving the expenditure of large sums before the lands can be put to use. There are small areas of both wet and dry lands in which it is possible to reclaim single farms, but these areas are so limited that they may be disregarded. The other classes of land available for the expansion of our farm area - forest and cut-over land requiring clearing only, and open pasture and range land - do not possess these characteristics. Any person who hereafter makes entry thereunder shall at the time of making water-right application or entry, as the case may be, pay into the reclamation fund five per centum of the construction charge fixed for his land as an initial installment, and shall pay the balance of said charge in fifteen annual installments, the first five of which shall each be five per centum of the construction charge and the remainder shall each be seven per centum until the whole amount shall have been paid. The first of the annual installments shall become due and payable on December first of the fifth calendar year after the initial installment; Until 1922 the Government looked to the individual water user on reclamation projects to return the cost thereof. By the act of May 15, 1922 (42 Stat. The Congress authorized the Secre tary of the Interior to contract with irrigation districts in place of the individual water user and to recover the annual charges from the district under a joint liability contract. This act, how ever, did not modify the rules of feasibility, including the repay ment limit which remained at 20 years. It will serve the following purposes: (1) The irrigation of about acres of equally rich lands now inadequately supplied with water; (2) the improvement of naviga tion of two important rivers; (3) the reduction of flood damages to highly developed lands along these rivers; (4) the production of low-cost power for a rapidly growing market, of major importance in the war effort; (5) the provision of a safe fresh water supply for cities and industries as well as for farms; (6) the regulation of the fluctuating flow of the rivers for the protection of domestic water supply, industrial water supply, and of acres of fertile delta lands now threatened with ruin by the infiltration of salt water from the sea; and (7) the creation of recreational and wildlife areas. In the West where the Bureau of Reclamation operates are more than acres of arid and semiarid lands. Irrigation is meces sary for general farming, and close settlement of rural areas cannot be achieved without it. Since the maintenance of most of the population is dependent on irrigation, the use of the available water for irrigation generally is considered the primary use, excepting only its use for domestic purposes.
