Book excerpt: Land use and land cover (LULC) as well as its changes (LUCC) are an interplay between bio-geophysical characteristics of the landscape and climate as well as the complex human interaction including its different patterns of utilization superimposed on the natural vegetation. LULC is a core information layer for a variety of scientific and administrative tasks(e.g. hydrological modelling, climate models, land use planning).In particular in the context of climate change with its impacts on socio-economic, socio-ecologic systems as well as ecosystem services precise information on LULC and LUCC are mandatory baseline datasets required over large areas. Remote sensing can provide such information on different levels of detail and in a homogeneous and reliable way. Hence, LULC mapping can be regarded as a prototype for integrated approaches based on spaceborne and airborne remote sensing techniques combined with field observations. The book provides for the first time a comprehensive view of various LULC activities focusing on European initiatives, such as the LUCAS surveys, the CORINE land covers, the ESA/EU GMES program and its resulting Fast-Track- and Downstream Services, the EU JRC Global Land Cover, the ESA GlobCover project as well as the ESA initiative on Essential Climate Variables. All have and are producing highly appreciated land cover products. The book will cover the operational approaches, but also review current state-of-the-art scientific methodologies and recommendations for this field. It opens the view with best-practice examples that lead to a view that exceeds pure mapping, but to investigate into drivers and causes as well as future projections.

Thus it shows that change is often abrupt rather than gradual and thereby much harder to predict. This book is a truly international and interdisciplinary effort, written by a team of scientists from the USA, Europe, and Russia. Globalization, the disappearance of the iron curtain and the recent EU enlargement to 25 countries have changed the economic and environmental dimensions of Europe. Europe is changing its face from a western and eastern part to one European Union and to fast connections between its centres of activity. The rural and cultural heritage of Europe has to be adapted to cope with this change. However, its landscape is worth to be conserved as well, because it represents the European history in the same way as castles and churches. It even more represents the history of the common people, because it has been the tradition of the rural population that made these landscapes. It cannot be prevented that Europe is changing and it is good that Europe adapts to the new dimensions of the world. We, in Europe, have to define what we think is important and what must be conserved, what can be adapted to be used for new functions and what can be abolished because it has no value. These decisions will determine the new dimensions of the European landscapes. The Frontis Workshop on the New Dimensions of the European Landscape was held on 10-12 June 2002. Wageningen University and Research Centre organized this workshop aiming to develop visions on the landscape in Europe, its development and design in the future and to strengthen the international network in landscape planning.

These primarily stem from the nature of today's kno- edge society with two contrasting trends. On the one hand, there is a trend of increasing human intelligence in the economic, social and political s- tems. On the other hand, there is a trend towards dissolving certainties about the problems and solutions of today's society. Clearly, more inf- mation does not necessary imply more certainties on how to act. What is more, the same facts are often interpreted in markedly different ways: the same policy relevant information can – and often does – results in confli- ing framing of a problem by different stakeholders. This is mainly due to competing assumptions, rather then because of inconsistent facts. The- fore, it is not surprising that policy-makers are calling for strategic intel- gence to support their understanding of today's challenges, including the relevant aspects of science and technology, their impact and their possible future developments. Over the last 15 years, Europe has rapidly adopted the practice of dev- oping and using Impact Assessment (IA) tools to support decision-making. Formal procedures and guidance for IA are well established within the European Commission and in most EU Member States. The adoption of IA procedures alone, however, does not guarantee that every policy domain is actually using the full potential of these assessment tools in the preparation of policies and legislation.
