Land fragmentation is generally taken as an obstacle to the optimization of land use efficiency. In spite of the disadvantages, land fragmentation can have some positive influence on the agricultural production since it can smooth the production risk. Some researchers did the research on the effect of land fragmentation on the rice production cost based on the data on South China. This thesis focuses on the effects of land fragmentation on the wheat production cost in Northwest China. A model based quantitative assessment is presented in this thesis. The following six questions are answered: (1) What are the trends in land fragmentation in China and its main regions since the beginning of the 1980s? (2) How does land fragmentation influence the agriculture production? (3) How can land fragmentation be measured? (4) What does the agricultural production cost of the surveyed households in northwest China consist of? (5) What is the impact of land fragmentation and other factors in agricultural production costs in northwest China? (6) To what extent do land fragmentation and its impact on production costs differ between South and Northwest China? We find that since the mid 1980’s, the degree of land fragmentation is decreasing and dropped rapidly since the Sloping Land Conversion Program was initiated in 1999. Besides, we find that land fragmentation, which is measured by the Simmons Index, affects total production cost per unit of output negatively in two of the five irrigation districts in the research area in Northwest China and does not have a significant impact in the other three irrigation districts. For the production cost categories, the influences of the Simmons Index and farm size are found to be similar. In South China, farms tend to substitute labor for other inputs when facing greater land fragmentation while total production costs are not affected . However, farmers in two of the five irrigation districts in the research area in Northwest China have lower total production costs per unit output when land fragmentation is larger.

Book excerpt: Abstract: May 1999 - Access to land is deeply important in rural India, where the incidence of poverty is highly correlated with lack of access to land. The author provides a framework for assessing alternative approaches to improving access to land by India's rural poor. He considers India's record implementing land reform and identifies an approach that includes incremental reforms in public land administration to reduce transaction costs in land markets (thereby facilitating land transfers) and to increase transparency, making information accessible to the public to ensure that socially excluded groups benefit. Reducing constraints on access to land for the rural poor and socially excluded requires five key issues: restrictions on land-lease markets, the fragmentation of holdings, the widespread failure to translate women's legal rights into practice, poor access to (and encroachment on) the commons, and high transaction costs for land transfers. Among guidelines for policy reform the author suggests: Selectively deregulate land-lease (rental) markets, because rental markets may be important in giving the poor access to land; Reduce transaction costs in land markets, including both official costs and informal costs (such as bribes to expedite transactions), partly by improving systems for land registration and management of land records; Critically reassess land administration agencies and find ways to improve incentive structures, to reduce rent-seeking and base promotions on performance; Promote women's independent land rights through policy measures to increase women's bargaining power within the household and in society generally; Improve transparency of land administration and public access to information, to reduce rent-seeking by land administration officers and to strengthen poor people's land rights (and knowledge thereof); Strengthen institutions in civil society to provide the awareness, monitoring, and pressure needed for successful reform and to provide checks and balances on inappropriate uses of state power; In a companion paper (WPS 2124) the author addresses these issues at the level of a particular state - Orissa, one of India ' s poorest states - in an empirical study, from a transaction costs perspective, of social exclusion and land administration. This paper - a product of the Rural Development Sector Unit, South Asia Region - is part of a larger effort in the region to promote access to land and to foster more demand-driven and socially inclusive institutions in rural development.

Book excerpt: Recognition of the potentially deleterious implications of inequality in opportunity originating in a skewed asset distribution has spawned considerable interest in land reforms. However, little attention has been devoted to the fact that, in the longer-term, the measures used to implement land reforms, especially rental restrictions, could negatively affect productivity. Use of state level data on rental restrictions, together with a nationally representative survey from India suggests that, contrary to original intentions, rental restrictions negatively affect productivity and equity by reducing scope for efficiency-enhancing rental transactions that benefit poor producers. Simulations suggest that, by doubling the number of producers with access to land through rental, from about 15 million currently, liberalization of rental markets could have far-reaching impacts.

Yet the nature and dimensions of these problems have been changing over time. As economic systems have developed, specialization has increased; and this has led to increased interdependences of rural and urban areas, of agricultural and nonagricultural sectors, and of nations. When the International Institute for Applied Systems Analysis (IIASA) began the Food and Agriculture Program (FAP) in 1976, we started with these objectives: (1) To evaluate the nature and dimensions of the world food situation. (2) To identify the factors that affect it. (3) To suggest policy alternatives at national, regional, and global levels: (a) To alleviate current food problems. (b) To prevent food problems in the future. To realize these objectives, FAP was organized around two major tasks. The first task was directed at national policy for food and agriculture in an international situation. Here, computable general equilibrium models were developed for nearly 20 major developed and developing countries and were linked together to examine food trade, aid, capital flows, and how they affect hunger, in addition to the effects of national government policies, which were also considered in detail. This approach, however, needed to be complemented by another approach that dealt with food production at the farm level.
