More than a third of the food produced is unconsumed, an unacceptable loss of food and nutrients at a time of heightened global food demand. Increased food animal production to meet greater demand will generate more greenhouse gas emissions and excess animal waste. The U.S. food supply is generally secure, but is not immune to the costly and deadly shocks of continuing outbreaks of food-borne illness or to the constant threat of pests and pathogens to crops, livestock, and poultry. U.S. farmers and producers are at the front lines and will need more tools to manage the pressures they face. Science Breakthroughs to Advance Food and Agricultural Research by 2030 identifies innovative, emerging scientific advances for making the U.S. food and agricultural system more efficient, resilient, and sustainable. This report explores the availability of relatively new scientific developments across all disciplines that could accelerate progress toward these goals. It identifies the most promising scientific breakthroughs that could have the greatest positive impact on food and agriculture, and that are possible to achieve in the next decade (by 2030).

Furthermore, huge spatial variation in cropping pattern and productivity of land and water within irrigated agriculture of Pakistan has become a chronic issue. There are various reasons causing low production. These include farmers’ investment potential, physical environments, market mechanism and availability of water, which is the most precious input in farming. The role of irrigation water resources and its management is extremely important. The sustainability of agriculture can be largely insured through proper and better management of water resources. Indus Basin Irrigation System (IBIS) is basically supply-based by its design which means water is not supplied according to crop requirement. Low gross production is an inherent limitation of this supply-based system. The research activity aims to see the spatial variation in production across canal commands using gross production indicators i.e. Gross Value of Production (GVP) per unit of land and GVP per unit of water. Give of major network of 12, inter-linked and a total of 23 canals out of 45 canals of IBIS. The analysis is performed at the canal command level.

Agriculture will have to respond to changing patterns of demand for food and combat food insecurity and poverty amongst marginalized communities. In so doing, agriculture will have to compete for scarce water with other users and reduce pressure on the water environment. Moreover, water managers have to unlock the potential of agricultural water management practices to raise productivity of water, spread equitable access to water, and conserve the natural productivity of the water resource base. This PhD thesis presents field tests combined with modelling work on the cultivation of irrigated Teff (Eragrostic Tef) in the Awash Rift Valley of Ethiopia. The field experiments were conducted during the dry season for two years. The results of these studies revealed that dealing with improvement of water productivity is closely related to the irrigation practice of regulated deficit irrigation and has a direct effect on yield, as the amount of water applied decreases intentionally the crop yield drops. Overall, this research has demonstrated the potential and the limitations of combining experimental fieldwork with modelling to optimize agricultural water productivity for Teff cultivation. Focusing on only experimental fieldwork is a single approach, and is hardly ever sufficient for achieving the best solutions to current water management problems. New guidelines on using the combined effort of experimental work in the field to produce field experimental data and using models are clearly needed. It is to these needs as well as to the required increase of Teff production under water scarce conditions that this research provides its main contribution.

The framework applies to water resource use at three levels of analysis: a use level such as an irrigated field or household, a service level such as an irrigation or water supply system, and a water basin level that may include several uses. Water accounting terminology and performance indicators are developed and presented with examples at all the three levels. Concepts and terminologies presented are developed to be supportive in a number of activities including: identification of opportunities for water savings and increasing water productivity; developing a better understanding of present patterns of water use and impacts of interventions; improving communication among professionals and communication to non-water professionals; and improving the rationale for allocation of water among uses. It is expected that with further application, these water accounting concepts will evolve into a robust, supporting methodology for water basin analysis.
