The EELF is a non-profit initiative of environmental law scholars and practitioners from across Europe aiming to support intellectual exchange on the development and implementation of international, European and national environmental law in Europe. One of the activities of the EELF is an annual conference. This book is comprised of fifteen contributions presented at the Third EELF Conference in Aix-en-Provence, hosted by the Central European Research Infrastructure Consortium, at Aix-Marseille University, September 2015. The central topic of the book is the effectiveness of environmental law. The impressive development in environmental law has not always been matched by corresponding improvements in environmental quality. The threats to our environment and, by extension, to our health have never been so numerous or serious. But paradoxically, the effectiveness of environmental law has been a long-neglected issue. Book excerpt: Here Ireland's premier economic historian and one of the leading authorities on the Great Irish Famine examines the most lethal natural disaster to strike Europe in the nineteenth century. Between the mid-eighteenth and early-nineteenth centuries, the food source that we still call the Irish potato had allowed the fastest population growth in the whole of Western Europe. As vividly described in Ó Gráda's new work, the advent of the blight phytophthora infestans transformed the potato from an emblem of utility to a symbol of death by starvation. The Irish famine peaked in Black '47, but it brought misery and increased mortality to Ireland for several years. Central to Irish and British history, European demography, the world history of famines, and the story of American immigration, the Great Irish Famine is presented here from a variety of new perspectives. Moving away from the traditional narrative historical approach to the catastrophe, Ó Gráda concentrates instead on fresh insights available through interdisciplinary and comparative methods. He highlights several economic and sociological features of the famine previously neglected in the literature, such as the part played by traders and markets, by medical science, and by migration. Other topics include how the Irish climate, usually hospitable to the potato, exacerbated the failure of the crops in 1845-1847, and the controversial issue of Britain's failure to provide adequate relief to the dying Irish. Ó Gráda also examines the impact on urban Dublin of what was mainly a rural disaster and offers a critical analysis of the famine as represented in folk memory and tradition. The broad scope of this book is matched by its remarkable range of sources, published and archival. The book will be the starting point for all future research into the Irish famine.

Book excerpt: This book offers the first full-length study of the education of children living within the Gaeltacht, the Irish-speaking communities in Ireland, from 1900 to the present day. While Irish was once the most common language spoken in Ireland, by 1900 the areas in which native speakers of Irish were located contracted to such an extent that they became clearly identifiable from the majority English-speaking parts. In the mid-1920s, the new Irish Free State outlined the broad parameters of the boundaries of these areas under the title of ‘the Gaeltacht’. This book is concerned with the schooling of children there. The Irish Free State, from its establishment in 1922, eulogized the people of the Gaeltacht, maintaining they were pious, heroic and holders of the characteristics of an invented ancient Irish race. Simultaneously, successive governments did very little to try to regenerate the Gaeltacht or to ensure Gaeltacht children would enjoy equality of education opportunity. Furthermore, children in the Gaeltacht had to follow the same primary school curriculum as was prescribed for the majority English speaking population. The central theme elaborated on throughout the book is that this schooling was one of a number of forces that served to maintain the people of the Gaeltacht in a marginalized position in Irish society.

In a relatively short period of time, such mechanisms were introduced in a wide range of new and existing environmental regimes. Yet, little is known about their function in practice and their implications. This is puzzling when considering, that the new mechanisms considerably depart from traditional patterns of counteraction and dispute settlement. Instead they build on partnership and cooperation and include a wide range of possible reactions, which range from those having coercive power to supportive measures. Quite a number of those mechanisms and their functioning are explained in the publication in order to lay ground for some cross-cutting analysis, which covers inter alia reporting, inspection and monitoring, supportive financial incentives and the interrelationship between compliance mechanisms and the principle of state responsibility and dispute settlement. Finally the role of non-governmental organizations is addressed. Practitioners and scholars in international environmental affairs and international law more generally will benefit significantly from the inside views and thorough reflection as provided for in this book.

The dominant discourse has long dismissed the Irish language as irrelevant or even an obstacle to Ireland's progress. This book critiques that discourse and contends that the promotion of Irish and sustainable socio-economic development are not mutually exclusive aims. The author surveys historical and contemporary sources, particularly those used by the Irish historian J.J. Lee, and argues that the Irish language contributes positively to socio-economic development. He grounds this argument in theoretical perspectives from sociolinguistics, political economy and development theory, and suggests a new theoretical framework for understanding the relationship between language and development. The link between the Irish language and Ireland's socio-economic development is examined in a number of case studies, both within the traditional Irish-speaking Gaeltacht communities and in urban areas. Following the spectacular collapse of the Irish economy in 2008, this critical challenge to the dominant discourse on development is a timely and thought-provoking study.
