The depth and the extension of the current political crisis in the area have changed the perspectives of conventional Euro-Mediterranean integration policies. The book provides the grounds for new patterns of analysis and addresses policy guidelines which are able to respond to the dramatic challenges that Mediterranean regions are facing. By implementing a multidisciplinary approach, the volume uncovers the structural determinants of migrations in the area: territorial and social imbalances, climate change, unemployment, weak institutions, poor governance, lack of efficient redistributive policies. Each chapter proposes innovative and rich analyses of the socio-economic conditions of all Mediterranean countries. The prevailing evidence suggests that while the North-South imbalances still persist inside the basin, the recent world economic and financial crises have deepened social, intergenerational and gender inequalities. These inequalities cross all territories both nationally and internationally and affect the living conditions of large segments of population in Southern and Eastern Mediterranean countries. To bridge these gaps it is necessary to strengthen territorial cohesion, reduce income differentials, and improve the access of marginal areas to basic infrastructure. Book excerpt: The European Training Foundation (ETF) has provided regular input to the European Commission (DG Employment) throughout the process of structured Euro-Mediterranean policy dialogue on employment. It has done so via three employability reports presented in 2007, 2009 and 2011 to the Euromed High-Level Working Groups on Employment and Labour in preparation for the ministerial conferences. In 2013, as part of this process, the ETF launched another round of analysis on employment policies pursued by Arab Mediterranean countries (AMCs). The focus of these country reports has moved on from the analysis of labour market trends and challenges to the mapping of existing employment policies and active labour market programmes (ALMPs). This report aims at further promoting the exchange of experiences between countries in the region, and fostering evidence-based policy making. It was presented at the Policy Leaders' Forum for Ministers from AMCs on 20 November 2014 in Turin.

Immediate action is needed because the status quo risks causing permanent damage to the development prospects of those countries. The AMCs' public policies are currently ill equipped to face the challenge. Labor migration remains a key feature of the labor markets in these countries - yet cannot by itself solve the labor market challenges there. The study makes a number of recommendations including: upgrading the statistics available and conducting further in-depth analysis; upgrading education and training systems; mainstreaming the policy goal of job creation and higher productivity; promoting active labor market policies; creating incentives to hire new graduates and women; creating incentives to transform informal into formal employment; and establishing social protection systems guaranteeing universal coverage, with the emphasis on worker rather than job protection. It also recommends that the EU upgrade its existing framework for AMC migration not only as a unilateral strategy, but as a cooperative framework for true co-development.--Publisher's description.

Book excerpt: This note presents and analyzes the main design features of an inventory of non-publicly provided Active Labor Market Programs (ALMPs) in Arab-Mediterranean Countries (AMCs), with a specific focus on programs targeted at youth. Despite considerable international evidence, there is little systematic analysis on the effectiveness of ALMPs in AMCs as most programs and investments remain largely un-assessed. Since most AMCs lack unemployment insurance systems or other safety nets for the unemployed, ALMPs constitute a relevant instrument to address the consequences of labor market frictions, such as high unemployment and slow school-to-work transition. Programs from nine countries are included in the inventory: Morocco, Algeria, Tunisia, Egypt, Lebanon, Syria, Jordan, West Bank and Gaza, and Yemen. Benchmarked against international best practices, assessment of the programs covered in the inventory reveals that the majority lack the necessary mix of design features that make programs effective. These findings call for urgent reforms in program design and delivery, especially given the sizeable financial investments in programs and the urgency to improve labor market outcomes among youth. This policy note constitutes a first step towards understanding and assessing provision of ALMPs in the Middle East and North Africa (MENA) region and intends to provide policy makers and financiers with options for reform to enhance efficiency of existing programs and improve the design of future interventions. In addition to specific aspects of program design and implementation, stakeholder coordination needs to be strengthened and put at the forefront of ALMP reform.

Book excerpt: Using panel data for 15 industrial countries, active labor market policies (ALMPs) are shown to have raised employment rates in the business sector in the 1990s, after controlling for many institutions, country-specific effects, and economic variables. Among such policies, direct subsidies to job creation were the most effective. ALMPs also affected employment rates by reducing real wages below levels allowed by technological growth, changes in the unemployment rate, and institutional and other economic factors. However, part of this wage moderation may be linked to a composition effect because policies were targeted to low-paid individuals. Whether ALMPs are cost-effective from a budgetary perspective remains to be determined, but they are certainly not substitutes for comprehensive institutional reforms.

Book excerpt: This book explores the causes of corruption in the Middle East and North Africa through a systematic cross-national comparative analysis of fifteen countries in the region. It aims to explain causal relationships between corruption and differences in political and socio-economic dimensions within these different countries over the period 1999-2010. The countries are grouped together into three sub-regions (the Gulf region, North Africa, and Mashreq plus Yemen). The author finds that the main variables that showed robustness in impacting the intensity of corruption are the rule of law, quality of regulations, and trade openness. Poverty rates and income inequality have been clear triggers for petty corruption. Meanwhile, natural resources endowments have shown less of an impact on the levels of corruption, and similarly women's empowerment has not been found to be a strong indicator. Dina Elsayed is Assistant Professor of Political Science, Egypt. She obtained her doctorate degree from the University of Duisburg-Essen, Germany.
