This book was released on 2000 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The framework of this book is the structural mass unemployment and social marginalisation that have haunted Europe since the 1970s. Unlike so many previous studies, however, this book does not concentrate on the causes that led to this situation, but focuses on the transformation of our interpretative frameworks and how societies have tried to come to terms with this development. Key questions involved are: How did the paradigmatic shift in the prescriptive language of economists come about when Keynes was abandoned and the neo-liberal rhetoric took over? How did the idea of full employment give way to the flexibility discourse? The contributions assembled in this volume address substantive aspects of the concepts of work and flexibility. Various issues are discussed in a comparative perspective such as labour market organisation, legal regulation (rather than deregulation), and regional co-operation and bargaining over the resources within the European Union. The book is based on a research project at the European University Institute (EUI), Florence, Italy.

Book Getting Europe to Work

Download or read book Getting Europe to Work written by Anna Turmann and published by CEPS. This book was released on 2006 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Lisbon strategy of 2000 sets the ambitious goal (among others) of achieving an employment rate of 70% overall, 60% for women and 50% for older workers within the EU-15 by 2010. Five years later, labour market participation has increased somewhat (overall from 62.5% in 1999 to 64.3% in 2003), but remains disappointingly low in the EU-15 (and even lower for the EU-25). This study considers the problems related to the flexibility (and thus efficiency) of labour markets in Europe, which leave too many outside the job market and fail to match the unemployed with job opportunities. Key questions that arise are how flexibility can be increased and how private-sector actors can contribute to improving the performance of labour markets. Thus, the study researches the development of labour market participation across the EU according to different types of occupations, along with age, gender and skill groups, giving special attention to the characteristics of the jobs held by 'marginal groups' at the edge of mainstream employment. It examines the issues surrounding the mismatch between unemployed persons and unfilled jobs, the different approaches of member states in responding to market fluctuations and the contribution of the private sector to re-integrating long-term unemployed persons on the basis of a case study.

  • ISBN : 9221192156
  • Pages : 278 pages

Download or read book Flexicurity written by Sandrine Cazes and published by International Labour Organization. This book was released on 2007 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study, on the role of flexibility and security on labour market performance, argues that flexicurity is the most relevant approach for Central and Eastern European countries. The book follows the pattern of analysis used in "Labour markets in transition", a previous monograph by the authors, and re-examines the different dimensions of flexibility, including flexible forms of employment. It studies fluctuations of labour turnover over the economic cycle. Then it review changes in the regulatory provisions, collective bargaining, labour taxation and labour market policies and their impacts on key labour market indicators for the period 1999-2003 as compared with the end of the 1990s. Through a series of national case studies, the volume examines how the countries of Croatia, Bulgaria, Hungary, Lithuania and Poland have attempted to balance labour market flexibility and security since the late 1990s. A discussion on wage flexibility is also included. The search for abetter combination of flexibility and security has been a major challenge within the European Union and it is often seen as indispensable for improving competitiveness and at the same time maintaining the European social model. This book looks into how this can be achieved through the flexicurity approach and shows how "activation" of labour market policies and social dialogue can be the keys to success.

Book Full Employment in Europe

Download or read book Full Employment in Europe written by Günther Schmid and published by Edward Elgar Publishing. This book was released on 2008-01-01 with total page 397 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book is without doubt a must-read reflection on the notion of full employment and a source of inspiration for the establishing of the knowledge-based economy that is such an aspiration for Europeans. Thomas Bauwens, Agence Europe Every book by Günther Schmid is an event. This one illuminates the current European policy debate on flexicurity . It gives fresh analyses of the comparative employment performances of the EU and the USA, and proposes a path-breaking framework for understanding and improving them. Pragmatic and provocative, Schmid s contribution should be a must for researchers, but also for HR managers, social partners representatives and policymakers interested in the present and future of work and employment. Bernard Gazier, University Paris 1 and a Member of the Institut Universitaire de France Transitional Labour Markets (TLM) defined as legitimate, negotiated and politically supported sets of various employment options in critical events over the life course are an essential ingredient of modern full employment strategies. After assessing the European Employment Strategy, this book offers a detailed comparative analysis of employment performance for selected European member states and the United States. It suggests that successful employment systems arise from a new paradigm of flexibility and security ( flexicurity ) the balance of which varies according to countries institutional paths. Whilst there is no best practice , TLM theory does provide normative and analytical principles that can be generalised for various institutional settings. The book also provides good practice examples for managing critical transitions over the life course from education to employment, from one job to another, from unemployment to employment, from private activities to gainful work and from employment to retirement and develops the contours for extending unemployment insurance to work life insurance. With a fresh and new approach to the question of full employment in modern society, this book will appeal to academic scholars interested in labour market and employment policies, and policy decision makers at local, regional, national and European levels.

Book Reconciling Labour Flexibility with Social Cohesion

Download or read book Reconciling Labour Flexibility with Social Cohesion written by Council of Europe and published by Council of Europe. This book was released on 2007 with total page 428 pages. Available in PDF, EPUB and Kindle. Book excerpt: Even though the work place has become significantly more flexible in the former socialist countries of central and Eastern Europe, the ideas on "flexicurity" and strategies of reconciliation are usually only developed in the context of the western European welfare states. However, when considering the differences of the transformation process, it is important go beyond a one-size-fits-all strategy. The realities of central and Eastern Europe and their social institutional systems must be taken into account. This volume contributes to filling this gap and to starting a pan-European reflection on the concepts and issues of labor flexibility and social cohesion. It contributes to the understanding the specificities of certain realities in Central and Eastern Europe, including Turkey, in order to conceive adequate strategies for conciliation.--Publisher's description.

Book Negotiating Flexibility

Download or read book Negotiating Flexibility written by Muneto Ozaki and published by International Labour Organization. This book was released on 1999 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: This timely volume discusses the extent to which the labor market is becoming more flexible in response to competitive pressures and examines the pivotal roles of collective bargaining in introducing this flexibility.Providing detailed information from 22 country studies, the book covers industrialized and developing nations across Western Europe, North and South America, and Asia. It analyzes the extent of flexibility introduced in these labor markets, as well as the changing role of the state in industrial relations, and the positions of employers and trade unions on labor market flexibility. This comprehensive study reviews the move toward flexibility in four principal areas: contracts of employment, pay, working time, and work organization. While closely examining the means of achieving greater labor market flexibility, this highly topical book addresses the various ways in which flexibility has been introduced, including through legislative action, collective bargaining, individual contracts of employment, and unilateral employer decisions. The findings in this book reveal that collective bargaining is the most effective means of introducing flexibility, as it engages both employers and workers in the process of change. In addition, the volume examines the outcomes of negotiations on flexibility at the central, sectoral, and enterprise levels, paying special attention to the trade-offs that arise, particularly in the areas of job security, working time, and workers' lifestyles.
