Book excerpt: This Research Note seeks to analyse how these diverse country experiences played out in the labour markets of the 28 countries of the European Union. To do so, it relies on a novel application of a standard micro-econometric technique, which allows to ‘decompose’ temporal changes in unemployment into two broad components: one which concerns mainly the workings of the labour market (specifically, the mix of skills and other individual characteristics that are present in the labour market and the economic significance of these for sorting individuals between employment and unemployment); and one which captures wider influences onto the labour market, including ones that may be related to financial, fiscal and other macroeconomic and institutional factors. Based on this decomposition, it offers an analysis of how the ‘external shock’ (second component) and ‘internal adjustment’ (first component) shaped the overall unemployment evolutions in each of the 28 countries of the EU across different sub-periods – from a few years before the eruption of the global financial crisis (2004) until the recent recovery (2016). As a further piece of analysis, the Research Note examines the changes in non-standard (part-time and temporary) and atypical employment (irregular hours, shift-working) during the same period, trying to see how changes in these forms of ‘flexible labour’ may correlate to the aggregate changes in unemployment as well as to its components as identified here. The analysis reveals significant variations across countries across a number of dimensions: the extent of exposure to the negative shock of the crisis; the timing and duration of the shock; the degree and pace of recovery afterwards; and, most importantly, the extent and type of labour market adjustments in relation to positive and negative shocks. Specifically, - in the period of the crisis, a large number of countries exhibited significant adjustment to the economic shock, which was predominantly driven by changes in how individual characteristics contributed to an individual’s probability of unemployment (intensified employment sorting); - still, in a minority of countries this type of adjustment (employment sorting) worked in the opposite direction, intensifying the unemployment change experienced; - in the post-crisis period adjustment dynamics became more diverse, with a larger group of countries exhibiting adverse adjustments and with overall unemployment following different dynamics across countries; - in all cases, adjustment dynamics seem to correlate only weakly to changes observed in non-standard and atypical employment (and thus to the overall extent of what can be called as ‘effective labour market flexibility’ – Monastiriotis and Tinsley, 2007), while types of adjustment seem to cut across different welfare regimes and ‘varieties’ of capitalism.

This book examines the critical issues that affect labor market flexibility and job security in the main industrialized economies of the United States, Japan, West Germany, the United Kingdom, and Europe, in an attempt to more fully understand the complex forces at work within such labor markets. Employment Security and Labor Market Flexibility originated from The International Symposium on Labor Market Flexibility in Yokohama, Japan, in 1986, in which scholars in economics, industrial relations, and labor law scholars scrutinized the similarities and differences of the labor markets in these countries. They focused on three main topics: wage flexibility in response to changing economic conditions, the legal and institutional framework for employment security, and international comparison of employment adjustment. Comparison of wage flexibility as well as numerical and functional flexibility among these countries were examined by both qualitative and quantitative analyses. The labor market cannot be treated in the same way as other markets because it deals directly with human beings who are less likely to obey the immutable laws of the market mechanism. Nevertheless, Kazutoshi Koshiro asserts that it is still important to build a framework on which to understand and assess the role of labor flexibility in the competitive process, and it is with this framework in mind that these chapters have been assembled into one volume. Individual chapters compare the relative flexibility of compensation and employment over the business cycle in the United States with that of Japan; analyze the relative flexibility of Japanese wages; unravel some of the underlying forces that comprise the employment security situation in the United States; study the important relationship between economic conditions and the labor market and explain the difference between the employment protection legislation of the United States on the one hand, and Europe and Japan, on the other; and compare the nature of labor markets and employment adjustment techniques of the United States, Europe, and Japan.

But what does this mean in reality? How flexible and mobile are workers likely to be? Is there an ideological base to the language of flexibility? These are some of the issues covered in this book. Data from a large factory and office is used to argue that the macro labour market consists of non-competitive work groups where strongly held views and values represent a substantial barrier to simplistic definitions of flexibility and mobility. The analysis takes place in three chapters, dealing with recruitment for work, skills used in work and perceptions of different types of work and workers. The findings suggest that non-economic forces (such as institutional, social, historical and political phenomena) strongly influence the creation of separate work cultures. Furthermore, it is argued that the reason for differences between work groups being articulated in a defensive fashion reflects the climate of fear in the labour market, where flexibility is associated with a loss of the (often limited) power, control and influence workers have over their position in the labour market.

Using a panel of 97 countries from 1985 to 2008, the results of the paper suggest that improvements in labor market flexibility have a statistically and significant negative impact on unemployment outcomes (over unemployment, youth unemployment and long-term unemployment). Among the different labor market flexibility indicators analyzed, hiring and firing regulations and hiring costs are found to have the strongest effect.

Book excerpt: Labor markets in Australia have adjusted smoothly to significant declines in commodity prices with little increase in unemployment. This paper examines several aspects of the adjustment, focusing on (i) evidence of increased labor market frictions following the commodity price decline; (ii) flexibility in labor input adjustment in response to demand shocks; (iii) changes in labor productivity in the wake of resource reallocation with the decline in mining investment, (iv) and the role of migration in adjusting to the commodity price and mining investment cycle. We find little evidence of increased labor market frictions with the decline in commodity prices. The relatively smooth transition has been assisted by increased flexibility in adjustment of worker hours over time. Labor productivity growth has sustained its historical average through the transition, despite some temporary drag as the economy rebalances. Finally, migration has played a key role in labor market adjustment through the commodity cycle.

Book excerpt: Using a sample of 97 countries spanning the period 1980?2008, we estimate that financial crises have a large negative impact on unemployment in the short term, but that this effect rapidly disappears in the medium term in countries with flexible labor market institutions, whereas the impact of financial crises is less pronounced but more persistent in countries with more rigid labor market institutions. These effects are even larger for youth unemployment in the short term and long-term unemployment in the medium term. Conversely, large upfront, or gradual but significant, comprehensive labor market policies have a positive impact on unemployment, albeit only in the medium term.
