The experience of the United States in experimenting with and implementing welfare to work programmes, dating back to the early 1980s, has been pivotal in shaping labour market and welfare reform programmes in the UK. In this timely work the authors track the influence of US ideology and experience on New Labour's reforms. They present the results of their pioneering examination of over fifty policy experiments in the US, checking whether the correct lessons were learned. But in Agents of Reform, Elisabeth Anderson shows that the regulatory welfare state began a half century earlier, in the 1830s, with the passage of the first child labor laws. Agents of Reform tells the story of how middle-class and elite reformers in Europe and the United States defined child labor as a threat to social order, and took the lead in bringing regulatory welfare into being. They built alliances to maneuver around powerful political blocks and instituted pathbreaking new employment protections. Later in the century, now with the help of organized labor, they created factory inspectorates to strengthen and routinize the state’s capacity to intervene in industrial working conditions. The New Labour government in the UK is committed to a programme of reform of the welfare state that will pull away safety nets and replace them by trampolines, to bounce citizens back into active participation. Its regime of 'tough love' will make more demands on those claiming benefits and services, as well as clamping down on dependencey, fraud and crime. This will be done by changing the culture of welfare agencies, towards promoting achievement and independence, as well as meeting 'genuine need'. In Social Work and the Third Way, Bill Jordan provides an accessible and lively analysis of the tensions between 'toughness' and 'love' in the Third Way's political philosophy, and the problems of implementing New Labour's programme. He looks at the government's reliance on face-to-face methods for activating citizens and changing their behaviour in many of its initiatives. On the one hand, New Labour places a surprising amount of faith in the ability of counsellors and advisers to bring about the changes it requires; yet it is highly suspicious of the public sector in general, and local authorities in particular, as part of the 'forces of conservatism' in the UK. Hence it spawns new agencies and projects, often with a strong enforcement ethos, and regulates the whole implementation process through strict top-down surveillance. In all this, professional social work, and local authority social services, are relegated to a tightly circumscribed role in social care. The author argues for a new, more generous and expansive approach to practice, which can do justice to the challenges of change under New Labour's regime and in doing so Social Work and the Third Way provides an important and topical contribution to the debate on the future of the Welfare State and will be essential reading for students and researchers in social work, social policy and politics.

Set within the shifting landscape of neoliberal welfare reform in the Lombardy region of Italy, Andrea Muehlebach tracks the phenomenal rise of voluntarism in the wake of the state’s withdrawal of social service programs. Using anthropological tools, she shows how socialist volunteers are interpreting their unwaged labor as an expression of social solidarity, with Catholic volunteers thinking of theirs as an expression of charity and love. Such interpretations pave the way for a mass mobilization of an ethical citizenry that is put to work by the state. Visiting several sites across the region, from Milanese high schools to the offices of state social workers to the homes of the needy, Muehlebach mounts a powerful argument that the neoliberal state nurtures selflessness in order to cement some of its most controversial reforms. At the same time, she also shows how the insertion of such an anticapitalist narrative into the heart of neoliberalization can have unintended consequences.
