Countries that were low-income a generation ago successfully integrated into the global value chain, exploiting their labor-cost advantage. In 1990, the region held about a third of the world’s labor force. Leveraging this comparative advantage, the share of global GDP of emerging economies in East Asia Pacific grew from 7 percent in 1992 to 17 percent in 2011. Yet, the region now finds itself at a critical juncture. Work and its contribution to growth and well-being can no longer be taken for granted. The challenges range from high youth inactivity and rising inequality to binding skills shortages. A key underlying issue is economic informality, which constrains innovation and productivity, limits the tax base, and increases household vulnerability to shocks. Informality is both a consequence of stringent labor regulations and limited enforcement capacity. In several countries, de jure employment regulations are more stringent than in many parts of Europe. Even labor regulations set at reasonable levels but poorly implemented can aggravate the market failures they were designed to overcome. This report argues that the appropriate policy responses are to ensure macroeconomic stability, and in particular, a regulatory framework that encourages small- and medium-sized enterprises where most people in the region work. Mainly agrarian countries should focus on raising agricultural productivity. In urbanizing countries, good urban planning becomes critical. Pacific island countries will need to provide youth with human capital needed to succeed abroad as migrant workers. And, across the region, it is critical to ‘formalize’ more work, to increase the coverage of essential social protection, and to sustain productivity. To this end, policies should encourage mobility of labor and human capital, and not favor some forms of employment - for instance, full-time wage employment in manufacturing - over others, either implicitly or explicitly. Policies to increase growth and well-being from employment should instead reflect and support the dynamism and diversity of work forms across the region.

Book excerpt: The East Asia and Pacific region has an international emigrant population of over 21 million people, who remitted more than USD 90 billion to their home countries in 2010. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. The aging of the population in many East Asian countries will create significant labor shortages leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia with important implications for the Bank’s mission of poverty reduction and supporting sustainable economic development in the region. In this context , this study analyzes the impact of migration on development of the region and how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers: trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration.

The competitive edge of these countries has in turn been rooted in the mobilization of a low-cost, disciplined, and productive workforce. This study seeks therefore to explain how East Asian governments and employers have attempted to manage this workforce. It also explores the extent to which workers are able to challenge management decisions and insert working-class agendas into public policy. Beneath the Miracle moves beyond current explanations for the weakness of East Asian labor movements which emphasize Confucianist culture, material welfare gains, and political repression. It shows that the organizational capacity of workers has been more fundamentally undercut first by the nature of emergent East Asian employment systems, and second by the sequencing of developmental change, with political controls preceding rapid industrialization and preempting political and union organization of the growing industrial workforce. Deyo undertakes an incisive cross-national comparison of employment systems and explores anomalous situations, such as that in Hong Kong, where labor is politically weak even under minimal state controls, and that in South Korea, where labor is in a stronger position despite far stricter regulation. Beneath the Miracle offers a fresh and compelling comparative analysis of Asian labor movements which could lead to a reassessment of many other developmental issues in East Asia. In his probing examination, Deyo provides an important and exciting contribution to the literature in this field. Book excerpt: East and Southeast Asia face major demographic changes over the next few decades as many countries' labor forces will start to decline, while others will experience higher labor force growth as populations and participation rates increase. A well-managed labor migration strategy presents itself as a mechanism for ameliorating the impending labor shortages in some East-Asia Pacific countries, while providing an opportunity for other countries with excess labor to provide migrant workers that will contribute to the development of the home country through greater remittance flows. Although migration would be unable to offset the economic impacts of the declining labor forces in the countries with shrinking populations, a more flexible migration policy, allowing migrants to respond to the major demographic changes occurring in Asia over the next 50 years, would be beneficial to most economies in the region in terms of real incomes and real gross domestic product over the 2007-2050 period. Such a policy could deeply affect the net migration position of a country. Countries that were net recipients under current migration policies might become net senders under the more liberal policy regime.
