Book excerpt: During the 1980s and 1990s, Brazil struggled to rebuild its democracy after twenty years of military dictatorship, experiencing financial crises, corruption scandals, political protest, and intense electoral contention. In the midst of this turmoil, Ann Mische argues in this remarkable book, youth activists of various stripes played a vital and unrecognized role, contributing new forms of political talk and action to Brazil's emerging democracy. Drawing upon extensive and rich ethnography as well as formal network analysis, Mische tracks the lives of young activists through intersecting political networks, including student movements, church-based activism, political parties, nongovernmental organizations, and business and professional organizations. She probes the problems and possibilities they encountered in combining partisan activism with other kinds of civic involvement. This new work looks specifically at the operation of workers and unions in the decades since labor-repressive authoritarian rule ended, bringing Taiwan, in particular, into the literature on comparative labor politics. South Korean labor unions are commonly described as militant and confrontational, for they often take to the streets in raucous protest. Taiwanese unions are seen as moderate and practical, primarily working through formal political processes to lobby their agendas. In exploring how and why these post-democratization states have come to breed such different types of labor politics, Yoonkyung Lee traces the roots of their differences to how unions and political parties operated under authoritarianism, and points to ways in which those legacies continue to be perpetuated. By pairing two cases with many similarities, Lee persuasively uncovers factors that explain the significant variation at play.

Economic policy is generally seen as the result of a compromise between the President and Congress. Because Democrats and Republicans usually maintain polarized preferences on policy, middle-of-the-road voters seek to balance the President by reinforcing in Congress the party not holding the White House. This balancing leads, always, to relatively moderate policies and, frequently, to divided government. The authors first outline the rational partisan business cycle, where Republican administrations begin with recession, and Democratic administrations with expansions, and next the midterm cycle, where the President's party loses votes in the mid-term congressional election. The book argues that both cycles are the result of uncertainty about the outcome of presidential elections. Other topics covered include retrospective voting on the economy, coat-tails, and incumbency advantage. A final chapter shows how the analysis sheds light on the economies and political processes of other industrial democracies.

Osthaus examines the southern contribution to American Press history, from Thomas Ritchie's mastery of sectional politics and the New Orleans Picayune's popular voice and use of local color, to the emergence of progressive New South editors Henry Watterson, Francis Dawson, and Henry Grady, who imitated, as far as possible, the New Journalism of the 1880s. Unlike black and reform editors who spoke for minorities and the poor, the South's mainstream editors of the nineteenth century advanced the interests of the elite and helped create the myth of southern unity. The southern press diverged from national standards in the years of sectionalism, Civil War, and Reconstruction. Addicted to editorial diatribes rather than to news gathering, these southern editors of the middle period were violent, partisan, and vindictive. They exemplified and defended freedom of the press, but the South's press was free only because southern society was closed. This work broadens our understanding of journalism of the South, while making a valuable contribution to southern history.

Book excerpt: Geoffrey Garrett challenges the conventional wisdom about the domestic effects of the globalization of markets in the industrial democracies: the erosion of national autonomy and the demise of leftist alternatives to the free market. He demonstrates that globalization has strengthened the relationship between the political power of the left and organized labour and economic policies that reduce market-generated inequalities of risk and wealth. Moreover, macroeconomic outcomes in the era of global markets have been as good or better in strong left-labour regimes ('social democratic corporatism') as in other industrial countries. Pessimistic visions of the inexorable dominance of capital over labour or radical autarkic and nationalist backlashes against markets are significantly overstated. Electoral politics have not been dwarfed by market dynamics as social forces. Globalized markets have not rendered immutable the efficiency-equality trade-off.
