Covering all aspects of labor force participation, she fully integrates, and tracks over time, the many facets of social stratification by gender in Israeli society. Though founded as an egalitarian society, Kraus's research clearly shows that traditional attitudes toward women in the Israeli workplace have prevailed over those more progressive. Consequently, the widely held impression that the status of women in Israel differs from that of their counterparts in other liberal democratic societies, is shown to be more myth than reality. Though focusing on Israel, comparisons are made with other modern industrial societies, adding to the evidence accumulating on the changing trends in the status of women in the labor force that will interest scholars and students concerned as to how gender intersects with matters of political economy. Furthermore, the unique spectrum of communities in Israel, ranging from traditional Muslim Arab-Palestinians, through Christian Arab-Palestinians and Jews of African American origin, through to the more modernized Jews of European-American origin, enables simultaneous examinations of the various stages of women's integration in the labor force.

Book excerpt: This paper examines the characteristics of labor force participation among Arab women in Israel. The participation rates of Israeli Arab women are low relative to those of Israeli Jewish women and to women in Western countries. In a series of empirical tests, making use of intra-temporal and inter-temporal variation, the study characterizes the key determinants of the patterns of participation of these women. Higher education and marital status are important in explaining participation, as are modern attitudes and modern knowledge. A key implication of the findings is that it is not enough to strengthen “explanatory variables” - such as education - so as to bring about an increase in participation. It is also necessary to take measures that will help overcome the difficulty in “translating” explanatory variables, such as education, into participation. This difficulty may be due to frictions, such as informational issues and obstacles to mobility, and to discrimination. The paper proposes a series of policy measures to raise participation and simulates a number of future participation trajectories and their potential contribution to GDP.

Book excerpt: This study investigates the factors that underlay the low labour force participation rate among Palestinian-Arab women in Israel relative to Jewish women despite the high educational attainment among this group. We focus on four factors that could explain this pattern: (i) socioeconomic factors such as age and education, (ii) culture factors such as the religiosity of the individual-woman and her family, (iii) family structure and related public policies, and (iv) the early retirement of Arab women from the labour market. We find that all four of these factors affect the probability of Palestinian-Arab women participating in the labour market. We conclude by discussing the implications of our findings for labour market policies.

Book excerpt: The object of this study is to clarify why and how it happened that women remained marginal in the processes of social change that took place during the development of Israeli society. Bernstein examines the role played by continuous unemployment, by the predominance of construction work, and by the dependence on the World Zionist Organization and the Mandate authorities. She also shows how the individual and collective achievements of women shaped the means for future achievements and how their failure impeded further efforts. The author demonstrates that their failure to change the status of women did not stem from any sort of biological imperative, nor from some inevitable trend of social movements towards conservatism, but rather from the power relations between the women who aspired to change and those who opposed it. The aspiration for change was real and ran deep, but its advocates were few and weak, while its adversaries--and the apathetic-- were numerous and strong. And, the struggle took place under economic conditions that would have made significant change difficult even if the balance of power had been more favorable. Finally, the author demonstrates how the movement for innovation and change lost its impetus, and conservative elements won.

Book excerpt: Recent decades have witnessed a sharp increase in the labor force participation of married women. The paper investigates the effect of wives' earnings on family income distribution. This effect depends on the in-equality of women's earnings as compared with other sources of income, on the correlation between the two and on the woman's share in total income. These in turn depend on participation patterns, labor supply and sex related wage differentials. In general, only the correlation between the various sources of income has an unambiguous effect on inequality, the effects of the other factors depending on the specific values of the parameters. In Israel where there are sharp differences in participation rates of married women and in sex related earnings differentials by schooling group, wives' earnings reduce total family income inequality, increasing at the same time the between-group (ethnic and schooling group) variability. The paper examines the effect of changes in the participation rate and the wife-husband earnings gap on family income inequality. It compares the effect of wives' earnings with other income sources (e.g., transfers) and examines the implication of separate tax returns for inequality
