Book excerpt: Excerpt from Labor Bulletin of the Commonwealth of Massachusetts: November, 1902 The following review presents a summary of the conditions affecting employment and earnings for the six months ending October 31, based upon special reports and comparisons made by agents of the Bureau relating to the principal industrial centres of the Commonwealth. The statistics Of persons employed-and of earnings are based upon compari sons Of identical establishments for the weeks ending April 12 and Octo ber 11, 1902. Boston. In the clothing industry, the amount of business done during the six months under review compares favorably with that Of the preceding half year, and exceeds the record of the corresponding period in 1901. The decline in number of persons employed, as well as in amount paid in wages, for the week reported as compared with the week ending April 12, is due to the closing of the season for the production of winter goods. Manufacturers, however, report that the outlook is favorable for the coming season. Establishments are running on full time, although not up to full capacity. A slight increase is reported in the cost of woollen cloth, while the selling price Of the product and the rate of wages remain unchanged. Manufacturers of leather and duck clothing report an increase in the cost of both duck cloth and sheep skins, and selling prices have also advanced. Collections are reported slow. There may be a scarcity of the raw material owing to a poor crop, or an increased demand may produce a similar effect. Then, too, there are many kinds of goods into which other manufactured goods enter - as leather into boots and shoes. If the price of leather advances that advance necessarily increases the price of boots and shoes. We do not propose to consider here all the factors which cause in creases ih the cost of production, but shall confine our consideration of the subject to two points only - decreases in the hours of labor and increases in pay. The investigation is a special one, all the material for it having been gathered by the Agents of the Bureau. It covers the five years 1900, 1901, 1902, 1903, and 1904 and comprehends 479 reports for branches of occupations in the cities of the State. It has been the skill of the manager and inventor urged on by the executive boards of corporations rather than the mechanical skill of the American workmen which has made our industrial system the most efficient in the world to-day. The keenness of the American business man as shown in the application of the prin ciple of the division of labor to the study of the cost of production is commanding the admiration of the world. Couple this executive ability of our captains of industry with the skill of the American workmen trained in trade schools and this country will continue to lead. It is time to take a very forward step in the educational world, a time to inaugurate a departure in our educational scheme - the establishment of trade schools which will keep pace with the growth of the industrial system and supply its needs. The school is more the product of the age than its creator. Various types of technical schools have been established after the need of them has long existed. The result of the delay is that present schools are often meeting the industrial needs as they existed at a time when these schools were first agitated. The technical courses in our manual training high schools illustrate the shop processes as they existed 20 years ago. They teach the principles of mechanics involved in machine construction rather than the processes and principles of modern manu facture. Their avowed purpose is to teach the mechanical principles underlying all trades, making the aim purely educational in the broad sense. That they are fulfilling their mission is not to be denied. The trade school is frankly vocational. It is intended to fit a man to earn a living in some specific way. The term trade school should mean an educational institution which teaches the science and art of a trade in the way demanded by the indus tries and which keeps pace with their growth and development. This term has somehow created much discussion and its advocates have been obliged to defend it more than seems necessary to those who feel this industrial need. The term brings the labor leader to his feet, the school master rises to a point of educational order, the advocate of the Open Shop expresses great joy, and finally it forces the student of technical education to study existing schools which typify this economic aim - to compare their courses of study and methods. He concludes that each school stands out by itself distinct in method although related to each other in regard to general aim.
