Book excerpt: This book examines a unique university model for social change-the University of Central America Jos Sime-n Ca-as (UCA) in El Salvador, where the military murdered six Jesuit priests and two women on November 16, 1989. The book addresses such important questions as: Is the role of a university to train managers for maintaining the status quo, or to prepare graduates who will help create a new society? Is the university an ivory tower, or a center for research on social problems? Beginning with the historical, social, economic, and political context of El Salvador, this book examines the university and the factors that contributed to its changed focus, such as liberation theology. The bishops of El Salvador wanted a traditional Catholic university, but the Jesuits and their lay colleagues established an institution of Christian inspiration, free from ecclesiastical entanglements. The rectorate of Luis Achaerandio, S.J. (1969-75) saw new academic programs, research, and social outreach. The UCA took over the journal Estudios Centroamericanos, which undertook the analysis of such social issues as the 1969 war with Honduras, agrarian reform, and the fraudulent elections of 1972. Rom n Mayorga's term of office included intensified academic and financial planning, and a sharper focus on crucial national issues, with the result that rightist bombs began to explode on the campus and employees were threatened. In 1977, death squads gave the Jesuits a month to leave the country, or be killed, but the Jesuits refused to go. The final chapters cover the Ellacur'a decade: 1979-89. Despite continued bombings and attacks in the press, the UCA expanded academic programs, centers for social outreach, and publications, and played a major role in calling for negotiations to end the civil war which had erupted in the early 1980s.

Book excerpt: Latin America higher education has undergone an astonishing transformation in recent years, highlighted by the private sector's growth from 3 to 34 percent of the region's total enrollment. In this provocative work Daniel Levy examines the sources, characteristics, and consequences of the development and considers the privatization of higher education within the broader context of state-society relationships. Levy shows how specific national circumstances cause variations and identifies three basic private-public patterns: one in which the private and public sectors are relatively similar and those in which one sector or the other is dominant. These patterns are analyzed in depth in case studies of Chile, Mexico, and Brazil. For each sector, Levy investigates origins and growth, and then who pays, who rules, and whose interests are served. In addition to providing a wealth of information, Levy offers incisive analyses of the nature of public and private institutions. Finally, he explores the implications of his findings for concepts such as autonomy, corporatism, and privatization. His multifaceted study is a major contribution to the literature on Latin American studies, comparative politics, and higher education.

Ten years of civil war, in which a tenacious and creative revolutionary movement battled a larger, better-equipped, US-supported army to a standstill, have ended with 20 months of negotiations and a peace accord that promises to change the course of Salvadorean society and politics. This book traces the history of El Salvador, focusing on the oligarchy and the armed forces, that shaped the Salvadorean army and political system. Concentrating on the period since 1960, the author sheds new light on the US role in the increasing militarization of the country and the origins of the oligarchy-army rupture in 1979. Separate chapters deal with the Catholic church and the revolutionary organizations, which challenged the status quo after 1968. In the new edition, Dr Montgomery continues the story from 1982 to the present, offering a detailed account of the evolution of the war. She examines why Duarte's two inaugural promises, peace and economic prosperity could not be fulfilled and analyzes the electoral victory of the oligarchy in 1989. The final chapters closely follow the peace negotiations, ending with an assessment of the peace accords, and evaluate the future prospects for El Salvador and for the 1994 elections.

The conference was part of the “Five Centuries of the Life of the University of Valencia” (Cinc Segles) celebrations, and from the outset we had the generous support of the “Patronato” (Foundation) overseeing the events. In recent decades, as a result of a renewed attention to the institutional, political, social, and cultural context of scienti?c activity, we have witnessed a reappraisal of the role of the universities in the construction and development of early modern science. In essence, the following conclusions have been reached: (1) the attitudes regarding scienti?c progress or novelty differed from country to country and follow differenttrajectoriesinthecourseoftheearlymodernperiod;(2)institutionsofhigher learning were the main centers of education for most scientists; (3) although the universities were sometimes slow to assimilate new scienti?c knowledge, when they didsoithelpednotonlytoremovethesuspicionthatthenewsciencewasintellectually subversivebutalsotomakesciencearespectableandevenprestigiousactivity;(4)the universities gave the scienti?c movement considerable material support in the form of research facilities such as anatomical theaters, botanical gardens, and expensive instruments; (5) the universities provided professional employment and a means of support to many scientists; and (6) although the relations among the universities and the academies or scienti?c societies were sometimes antagonistic, the two types of institutionsoftenworkedtogetherinharmony,performingcomplementaryratherthan competing functions; moreover, individuals moved from one institution to another, as did knowledge, methods, and scienti?c practices.
