Cette dernière s'est développée dans ces deux pays suite aux dérives de l'ISI, selon des modalités propres à chaque économie. Les réformes liées au Consensus de Washington, n'incluant pas ces divergences, ne pouvaient pretendre réduire la contrainte externe même si elles impliquaient une dérégulation totale de l'économie et le retour des ETN. La comparaison de ces pays permet de montrer qu'un tissu industriel renforcé, par une politique de compétitivité intégrant ETN et PME et une stratégie cohérente dans le domaine de l'intégration régionale, empêche le renforcement de la contrainte externe. Autant l'absence d'alternatives à l'accumulation de capital en Argentine suite à la dévaluation du peso a justifié la fuite des capitaux, autant la dévaluation du real au Brésil a permis d'initier un cycle de croissance car le tissu industriel local offrait des alternatives aux investisseurs. La réactivation du tissu industriel local, surtout dans un contexte de pénurie de capitaux étrangers, est un moyen de limiter l'expansion de la contrainte externe sans, toutefois, constituer la panacée comme l'illustre l'étude de l'industrie automobile dans ces deux pays.

It radically reverses the official version of the history of world cities as narrated during decades: slums are not at the margin of the contemporary process of urbanization; they are an integral part of it. Taking slums as its central focus and regarding them as symptomatic of the ongoing transformations of the city, the book moves to the very heart of the problem in urban planning. The book presents 16 case studies that form the basis for a theory of the slum and a concrete development manual for the slum. The interdisciplinary approach to analysing slums presented in this volume enables researchers to look at social and economic dimensions as well as at the constructive and spatial aspects of slums. Both at the scientific and the pedagogical level, it allows one to recognize the efforts of the slum’s residents, key players in the past, and present development of their neighborhoods, and to challenge public and private stakeholders on priorities decided in urban planning, and their mismatches when compared to the findings of experts and the demands of users. Whether one is a planner, an architect, a developer or simply an inhabitant of an emerging city, the presence of slums in one’s environment – at the same time central and nonetheless incongruous – makes a person ask questions. Today, it is out of the question to be satisfied with the assumption of the marginality of slums, or of the incongruous nature of their existence. Slums are now fully part of the urban landscape, contributing to the identity and the urbanism of cities and their stakeholders.

Book excerpt: Emotions are as old as humankind. But what do we know about them and what importance do we assign to them? Emotional Lexicons is the first cultural history of terms of emotion found in German, French, and English language encyclopaedias since the late seventeenth century. Insofar as these reference works formulated normative concepts, they documented shifts in the way the educated middle classes were taught to conceptualise emotion by a literary medium targeted specifically to them. As well as providing a record of changing language use (and the surrounding debates), many encyclopaedia articles went further than simply providing basic knowledge; they also presented a moral vision to their readers and guidelines for behaviour. Implicitly or explicitly, they participated in fundamental discussions on human nature: Are emotions in the mind or in the body? Can we "read" another person's feelings in their face? Do animals have feelings? Are men less emotional than women? Are there differences between the emotions of children and adults? Can emotions be "civilised"? Can they make us sick? Do groups feel together? Do our emotions connect us with others or create distance? The answers to these questions are historically contingent, showing that emotional knowledge was and still is closely linked to the social, cultural, and political structures of modern societies. Emotional Lexicons analyses European discourses in science, as well as in broader society, about affects, passions, sentiments, and emotions. It does not presume to refine our understanding of what emotions actually are, but rather to present the spectrum of knowledge about emotion embodied in concepts whose meanings shift through time, in order to enrich our own concept of emotion and to lend nuances to the interdisciplinary conversation about them.
