Book excerpt: The Democratic Republic of Congo faces the challenge of providing universal primary education and expanding opportunities for post-secondary education and training for its youth, ages 12 to 24. This study analyzes the current educational attainment and school enrollment status of youth, as well as the formal and informal post-secondary educational and training opportunities available to them. The study uses the results of a simulation model that incorporates enrollment in alternative education programs and considers alternative scenarios for developing the post-primary sector. Each scenario is evaluated for the impact on the human capital accumulation of young people and the sustainability of public expenditures. The report offers policy options for rapidly raising the educational attainment of young people who will be entering the labor force in the next two decades, including expanding opportunities for alternative education and training for out-of-school children, the extension of primary education, and the reorganization of secondary and technical/vocational training to reduce early specialization.

Book excerpt: Differences in historical, political, cultural, and economic contexts in sub-Saharan Africa (SSA) account for wide variations in structures, operating conditions, and outcomes in technical and vocational education (TVE). This diversity is associated with glaring disparities, so in examining policy trends and the reconstruction of training systems particular attention is focused on innovations in an effort to identify promising initiatives likely to contribute to the establishment of consistent TVE systems, closely linked with the world of work and involving labor market stakeholders. Some common emerging trends in TVE include the following: (1) a shift in the policy focus from inputs to outputs; (2) the use of new financing and certification mechanisms; (3) the involvement of social partners in governance; greater autonomy for institutions; (4) the promotion of private providers and company-based training; and (5) an increasing interest in the informal sector and skills development for poverty reduction. Issues addressed include these: (1) an overview of TVE systems in 10 SSA countries; (2) reviewing various models currently in place; (3) documenting relationships between African TVE systems and policies and donor intervention and traditions in TVE; (4) identifying reasons why certain reforms are facing implementation difficulties; analyzing specific innovations; (5) drawing lessons on the implementation of the reform agenda and its impact on TVE systems; and (6) discussing possible directions for future donor support. Book excerpt: As indigenous peoples in Latin America have achieved greater prominence and power, international agencies have attempted to incorporate the agendas of indigenous movements into development policymaking and project implementation. Transnational networks and policies centered on ethnically aware development paradigms have emerged with the goal of supporting indigenous cultures while enabling indigenous peoples to access the ostensible benefits of economic globalization and institutionalized participation. Focused on Bolivia and Ecuador, Indigenous Development in the Andes is a nuanced examination of the complexities involved in designing and executing “culturally appropriate” development agendas. Robert Andolina, Nina Laurie, and Sarah A. Radcliffe illuminate a web of relations among indigenous villagers, social movement leaders, government officials, NGO workers, and staff of multilateral agencies such as the World Bank. The authors argue that this reconfiguration of development policy and practice permits Ecuadorian and Bolivian indigenous groups to renegotiate their relationship to development as subjects who contribute and participate. Yet it also recasts indigenous peoples and their cultures as objects of intervention and largely fails to address fundamental concerns of indigenous movements, including racism, national inequalities, and international dependencies. Andean indigenous peoples are less marginalized, but they face ongoing dilemmas of identity and agency as their fields of action cross national boundaries and overlap with powerful institutions. Focusing on the encounters of indigenous peoples with international development as they negotiate issues related to land, water, professionalization, and gender, Indigenous Development in the Andes offers a comprehensive analysis of the diverse consequences of neoliberal development, and it underscores crucial questions about globalization, governance, cultural identity, and social movements.

Book excerpt: In the late 1950s, like tens of thousands of young men of his generation, Pierre Bourdieu, having recently passed the agrégation in philosophy, found himself immersed in the Algerian war. Motivated by an impulse that, as he himself says, ‘was civic rather than political’, nothing seemed more important to him than to understand the Algerian situation and provide the elements that would enable others to come to an informed judgement about it. In extremely tough conditions and along with a small group of students, Bourdieu undertook a series of studies across an Algeria that was tightly patrolled by the army, leading him to discover the shocking reality of the resettlement camps and to analyse the mechanisms of destruction of Algerian society of which they were emblematic. To achieve the objectives he had set himself, Bourdieu had to carry out a genuine intellectual conversion, acquiring an ethnographic understanding of Algerian society, learning sociological analysis at a breakneck pace and inventing new instruments - both theoretical and empirical - that would enable him to understand the relations of domination specific to colonialism. These new tools also enabled him to analyse the nature of the crisis that the war had both produced and manifested. This unique volume brings together the first texts written by Bourdieu in the midst of the Algerian conflict, as well as later writings and interviews in which he returns to the topic of Algeria and the decisive role it played in the development of his work.

Comparé au baccalauréat bicentenaire, c'est peu ; mais par rapport à bien d'autres diplômes, y compris le célèbre certificat d'études primaires, cette longévité est remarquable. Qui, au début du XXe siècle, aurait envisagé un tel destin pour un diplôme professionnel alors novateur, mais fortement discuté ? Certes, en cent ans, le CAP a connu maintes métamorphoses et son histoire est tout sauf linéaire et tranquille. Mais, il semble encore promis un bel avenir, tant il a une capacité à passer à travers les gouttes des multiples réformes scolaires, dont certaines avaient clairement envisagé sa disparition. Diplôme à vocation professionnelle, créé pour certifier la qualification ouvrière et employée, le CAP a toujours fait l'objet de polémiques. Trop scolaire pour certains employeurs ou secteurs d'activité, trop professionnel aux yeux des enseignants du secondaire, ou encore trop spécialisé ou trop généraliste, il a subi des critiques incessantes, moins liées à son contenu, ses objectifs ou ses publics, qu'à la définition même de ce que doit être un diplôme professionnel sous tutelle de l'Éducation nationale. Les questions posées au moment de la création de ce diplôme en 1911, puis celles qui ont émaillé le cours de son histoire, sont en effet semblables aux interrogations que suscite de nos jours l'avenir du baccalauréat professionnel, du brevet de technicien supérieur (BTS), de la licence ou encore du master. Quand tous les diplômes ou presque sont supposés être « professionnels » et préparer spécifiquement à l'emploi, leur curriculum, l'organisation de la formation, l'équilibre entre école et entreprise, et leur reconnaissance sur le marché du travail, etc. posent inévitablement des questions. À ce titre, le CAP est emblématique des conflits et compromis que génèrent la mise en place et le devenir d'un diplôme professionnel quel qu'il soit. C'est l'ensemble de cette actualité dont rend compte cet ouvrage pluridisciplinaire, le premier consacré au CAP, un diplôme toujours vivace, à la fois « lieu de mémoire » de la formation des ouvriers et des employés et enjeu d'avenir, pour mieux comprendre les rapports entre apprentissages professionnels, certifications et société.
