Personne ne nie qu'une conscience d'appartenance à une Communauté est indispensable à la construction d'une entité à vocation politique. Mais comment cette conscience va-t-elle se concilier avec les identités nationales et régionales? Les diversités culturelles ne vont-elles pas faire obstacle à l'avènement d'une véritable citoyenneté européenne? Cet ouvrage s'efforce de répondre à ces interrogations en posant le problème de l'identité dans toute son ampleur, comme problème politique et institutionnel, comme problème sociologique, comme problème culturel. Nous n'ambitionnons pas de présenter un programme sectoriel détaillé de mesures mais plutôt un cadre de réflexion pour situer éventuellement un tel programme. L'objectif est de faire un diagnostic et de formuler des propositions non seulement pour faire progresser le projet politique mais aussi pour renforcer le sentiment d'appartenance. A ce titre l'ouvrage doit être considéré comme une étape dans une réflexion à développer notamment avec nos futurs partenaires d'Europe centrale et orientale.
