L'efficacité de l'outil fiscal dépend de sa bonne articulation avec les autres instruments. Cette interdépendance est le signe manifeste que les instruments fiscaux ne peuvent s'appliquer sans référence à la politique économique dans son ensemble. Pourquoi les politiques économiques proposées ne sont-elles pas toujours efficaces ? Cette question légitime traduit toute la complexité de la matière économique qui agit sur les efforts en matière de financement interne du développement en Centrafrique. La problématique du financement endogène est intemporelle et existentielle, tant l'ambivalence du rapport de la fiscalité au développement a toujours marqué l'action publique. La fiscalité est tel un kaléidoscope au centre des politiques publiques. C'est dire que la fiscalité participe à la recherche et à la formulation des politiques publiques. La réflexion sur la fiscalité centrafricaine nécessite une approche fondamentalement plurielle. Il s'agit de faire converger, avec des pratiques renouvelées, l'action des administrations douanière et fiscale, afin d'améliorer le rendement budgétaire de l'impôt. Sachant qu'il est difficile de combattre certaines mauvaises pratiques administratives et politiques installées parfois depuis des décennies. Il faut en tout cas ancrer solidement, la réflexion dans un terreau qui oblige à sortir du mimétisme pour créer les conditions du développement économique et social. La fiscalité est donc avant tout un outil au service de la politique de développement dont il faut explorer toutes les dimensions. Les pouvoirs publics doivent mettre en pratique une politique fiscale proactive en totale cohérence avec les politiques publiques."--Page 4 of cover.
