Mais comment favoriser le développement économique et la sécurité alimnentaire au Sud tout en maintenant une politique agricole au Nord, préservant son tissu agricole et rural, quand les prix mondiaux des produits agricoles chutent et provoquent une dépression mondiale de l'agriculture? Privées des outils essentiels gue sont les systèmes de gestion de l'offre et de stabilisation des prix, les politique agricoles sont aujourd'hui impuissantes face à la question cruciale du prix de ces produits. Pour se maintenir et fonctionner, tout système économique et commercial nécessite des règles juridiques appropriées et le droit doit fournir des instruments pour organiser le commerce des produits agricoles. La véritable solution au problème de la crise agricole ne peut être qu'internationale et l'OMC est la mieux placée pour organiser le commerce des produits agricoles, commerce indispensable au développement économique des pays pauvres. Les articles XXXVI et XXXVIII du GATT/OMC reconnaissent la spécificité du commerce des produits agricoles et admettent l'élaboration d'un droit international de l'organisation du commerce des produits agricoles par le recours à des arrangements internationaux. Ces règles juridiques expriment la volonté de défendre une conception normative du libéralisme et autorisent une libéralisation conventionnelle favorable au commerce des produits agricoles.

Clairement, quelles chances l'agriculture de notre continent (en voie d'élargissement) a-t-elle de pouvoir prospérer dans un monde sans frontières, alors que sa compétitivité est loin d'être assurée dans tous les secteurs ? Et surtout, les responsables européens sauront-ils surmonter par des mesures habiles, la contradiction pouvant apparaître entre une conception mondialiste des échanges et un certain " modèle européen d'agriculture multifonctionnelle " plus proche du local que du global ? C'est à une réflexion sur ces thèmes que vous invite le présent ouvrage.

The book explains the significance of the new scramble in terms of the economic structures inherited from the late-nineteenth-century scramble and the subsequent post-independence period. The renewed competition for Africa’s land and natural resources and the resumption of economic growth at the turn of the millennium have revived concerns regarding the continent’s position in the world economy and the prospects for its development in the twenty-first century. Book excerpt: After five years of debates, consultations and negotiations, the European institutions reached an agreement in 2013 on the Common Agricultural Policy (CAP) for the 2014-2020 period. The outcome has major implications for the EU’s budget and farmers’ incomes, but also for Europe’s environment, its contribution to global climate change and to food security in the EU and in the world. It was decided to spend more than €400 billion during the rest of the decade on the CAP. The official claims are that the new CAP will take better account of society's expectations and lead to far-reaching changes by making subsidies fairer and ‘greener’ and making the CAP more efficient. It is also asserted that the CAP will play a key part in achieving the overall objective of promoting smart, sustainable and inclusive growth. However, there is significant scepticism about these claims and disappointment with the outcome of the decision-making, the first in which the European Parliament was involved under the co-decision procedure. In contrast to earlier reforms where more substantive changes were made to the CAP, the factors that induced the policy discussions in 2008-13 and those that influenced the decision-making did not reinforce each other. On the contrary, they sometimes counteracted one another, yielding an ‘imperfect storm’ as it were, resulting in more status quo and fewer changes. This book discusses the outcome of the decision-making and the factors that influenced the policy choices and decisions. It brings together contributions from leading academics from various disciplines and policy-makers, and key participants in the process from the European Commission and the European Parliament.

Book excerpt: Over the last three decades there has been a rapid expansion of intensive production of fresh fruit and vegetables in the Mediterranean regions of south and west Europe. Much of this depends on migrating workers for seasonal labour, including from Eastern Europe, North Africa and Latin America. This book is the first to address global agro-migration complexes across the region. It is argued that both intensive agricultural production and related working conditions are highly dynamic. Regional patterns have developed from small-scale family farming to become an industrialized part of the global agri-food system, which increasingly depends on seasonal labour. Simultaneously, consumer demand for year-round supply has caused relocations of the industry within Europe; areas of intensive greenhouse production have moved further south and even into North Africa. The authors investigate this Mediterranean agri-food system that transcends borders and is largely constituted by invisible seasonal work. By revealing the story of food commodities loaded with implications of private profit seeking, exploitation, exclusion and multiple insecurities, the book unmasks the hidden costs of fresh food provisioning. Three case study areas are considered in detail: the French region of Provence, a traditional centre of fresh fruit and vegetable cultivation; the Spanish Almería region where intensive production has, accelerated dramatically since the 1970s; and Morocco where counter-seasonal production has recently been expanding. The book also includes commentaries that refer to complemetary insights on US-Mexico, Philippines-Canada and South Pacific mobilities.
