It describes and explains main external actions from the country’s independence in the nineteenth century to Andrés Manuel López Obrador’s administration. The principal argument is that Mexico has resorted to principled pragmatism due to geographic, historical, economic, security, and political reasons. In other words, the nation uses this instrument to deal with the United States, defend national interests, appease domestic groups, and promote economic growth. The key characteristics of Mexico’s principled pragmatism in foreign policy are that the nation projects a double-edged diplomacy to cope with external and domestic challenges at the same time. This policy is mainly for domestic consumption, and it is also linked to the type of actors that are involved in the decision-making process and to the kind of topics included in the agenda. This principled pragmatism is related to the nature of the intention: principism is deliberate and pragmatism is forced; and this policy is used to increase Mexico’s international bargaining power.

During most of the twentieth century, as a result of the new character of the Mexican post-revolutionary regime, there was a decoupling between the state’s maximalist discourse on sovereignty, and its practice. Sovereignty as an undifferentiated whole does not exist; it should instead be disaggregated into the myriad issue areas in which it is constantly negotiated. Focusing on a tripartite classification relating to the construction of Mexico’s sovereignty towards its northern neighbor since 1920, this volume illustrates how Mexico’s sovereignty has varied not only according to the times, but also according to the issues at stake. In doing so, Arturo Santa-Cruz comprehensively covers a variety of issues in the bilateral agenda such as drug trafficking, electoral observation, human rights, investment, migration, security, and trade, as well as some defining moments in the relationship, such as the 1923 US granting of recognition to the Mexican post-revolutionary regime, the 1938 oil nationalization, the 1982 debt crisis, and the 1995 financial bailout. In his subsequent examination of U.S.-Mexican relations, he emphasizes that, aside from the issues directly related to Mexico's petroleum, a complex assortment of concerns remain unresolved between the two nations—illegal immigration, drug traffic, terms of technical and scientific cooperation, restrictions on Mexican exports in the U.S. market, and the more assertive foreign policy stance recently taken by Mexico. Dr. Millor argues that, far from representing a clear case of positive growth for Mexico, petroleum could bring about distorted development and increased dependency, as well as a difficult period of relations with the U.S. If a stable association between the two governments is to emerge, he concludes, U.S. policymakers must understand the changes taking place in Mexico and accept its emergence as a middle power with autonomous goals. Representing both the Mexican and the U.S. point of view, this study contributes much to a better understanding of the significance of oil for Mexican development and to a balanced assessment of present and future U.S.-Mexican relations.

After the harvesting of gray whales was banned by international law in 1946, their populations rebounded; but while they are no longer hunted for their oil, these creatures are now chased up and down the lagoons of southern Baja California by whalewatchers. This book uses the biology and politics associated with gray whales in Mexican waters to present an unusual case study in conservation and politics. It provides an inside look at how gray whale conservation decisions are made in Mexico City and examines how those policies and programs are carried out in the calving grounds of San Ignacio Lagoon and Magdalena Bay, where catering to ecotourists is now an integral part of the local economy. More than a study of conservation politics, Dedina's book puts a human face on wildlife conservation. The author lived for two years with residents of Baja communities to understand their attitudes about wildlife conservation and Mexican politics, and he accompanied many in daily activities to show the extent to which the local economy depends on whalewatching. Book excerpt: This book addresses a central problem often ignored by students of twentieth-century Mexico: the breakdown of the old order during the first years of the revolutionary era. That process was more contested and gradual in Yucatan than in any other Mexican region, and this close examination of the Yucatan experience sheds light on an issue of particular relevance to students of Central America, South America’s southern cone, and other postcolonial societies: the capacity of national oligarchies to “hang on” in the face of escalating social change, the outbreak of local rebellions, and the mobilization of multiclass coalitions. Latin American historiography has generally failed to integrate the study of popular movements and rebellions with examinations of the determined efforts of elite establishments to prevent, contain, crush, and, ultimately, ideologically appropriate such rebellions. Most often, these problems are treated separately. This volume seeks to redress this imbalance by probing a set of linkages that is central to the study of Mexico’s modern past: the complex, reciprocal relationship between modes of contestation and structures and discourses of power.
