The Economics and Politics of High Speed Rail: Lessons from Experiences Abroad, by Daniel Albalate and Germà Bel, introduces the main questions policy makers and scholars should examine when considering and studying HSR implementation, with particular emphasis on the US’s recent interest in this technology and possible application in California. Albalate and Bel then review the experiences of the most significant implementations of HSR around the globe. This in-depth international perspective includes chapters on the pioneers of HSR (Japan and France), the European followers (Germany, Spain and Italy), as well as Asian experiences in China, Taiwan, and Korea. Albalate and Bel’s study provides a clear distinction between the myths and realities associated with this transportation innovation. Among the most relevant findings, this study highlights how HSR projects that do not satisfy highly restrictive conditions—on mobility patterns, measured costs, and economically rational designs—that make it desirable have been the source of huge financial debacles and the economic failure of HSR in most cases, which result in unfortunate consequences for taxpayers. El estudio se centra en el intercambio comercial con Nueva España y los vericuetos de la prohibición comercial entre colonias. Muestra, por una parte, el carácter imperialista de la corona que gobernó sus posesiones del Nuevo Mundo como colonias más que como reinos en el aspecto económico, aunque una de las primeras cosas que el tráfico del cacao puso en evidencia es que la prohibición de la Corona del siglo XVII no detuvo la exportación de cacao, aunque sí frenó el crecimiento de Guayaquil. Por otra parte, la investigación establece el tráfico naviero, los montos de las cargas de cacao que arribaron a Acapulco y las manifestaciones de los precios en el mercado de la ciudad de México y trata de demostrar que la oferta creciente de cacao guayaquil, ayudó a mantener los precios estables en un contexto general de crecimiento de los precios en la segunda parte del siglo XVIII.

These investigations criticize the concept of mobility itself, suggesting the need to merge transport and communication research, and to approach the topic with novel instruments and new methodologies. Following the debates on the role of users in shaping transport technology, new mobility research includes debates from sociology, planning, economy, geography, history, and anthropology. This edited volume examines how users, policy-makers, and industrial managers have organized and continue to organize mobility, with a particularly attention to Europe, North America, and Asia. Taking a long-term and comparative perspective, the volume brings together thirteen chapters from the fields of urban studies, history, cultural studies, and geography. Covering a variety of countries and regions, these chapters investigate how various actors have shaped transport systems, creating models of mobility that differ along a number of dimensions, including public vs. private ownership and operation as well as individual vs. collective forms of transportation.
