Traditional Mexican foreign policy, known as passive, reactive, legalistic, and nationalistic, was installed by the Institutional Revolutionary Party (PRI) from the start of the 20th century to the late 90s. Since that date, Mexican foreign policy faces a double transformation dynamic : the external, with the establishment of a new world order; and the internal, with the Mexican democratization process. 2000 elections, depicted as a transparent process, gave president Vicente Fox sufficient international legitimacy to modify foreign policy agenda, introducing the protection of human rights and democratic values. These changes produce a political rupture with the previous regime and triggered a change in the foreign policy behaviour. The new foreign policy program includes a complementary strategy : first, widen the regional integration within the United States, by the revision of the NAFTA, with a negotiation of a migration agreement; second, deploying a strong multilateral activity (mainly United Nations forums). This stratagem seeks to reduce Mexico's U.S. dependence, by intensifying its multilateral presence. But, internal and external causalities, inertial bureaucratic practices and the effects of September 11 reversed this policy. This research is based on political literature specialized in Mexican foreign policy. It critically analyzes the classic approach that focus exclusively on the lack of diplomatic skill and blunders of Fox's administration. This thesis argues instead that these changes have helped set the political agenda of fundamental issues as migration policy, human rights and development cooperation.

The second case study examines Mexico’s ambition to display a regional leadership role in regional multilateral bodies like the Community of Latin American and Caribbean States (CELAC) and the Pacific Alliance (PA). In the third and final case study, Loera-González focuses on Mexico’s engagement in human rights and democracy promotion. Conflicting expectations from several actors – domestic and external – have led to a foreign policy contradictory to what is expected for a country with Mexico's material capabilities and its foreign policy objectives. During most of the twentieth century, as a result of the new character of the Mexican post-revolutionary regime, there was a decoupling between the state’s maximalist discourse on sovereignty, and its practice. Sovereignty as an undifferentiated whole does not exist; it should instead be disaggregated into the myriad issue areas in which it is constantly negotiated. Focusing on a tripartite classification relating to the construction of Mexico’s sovereignty towards its northern neighbor since 1920, this volume illustrates how Mexico’s sovereignty has varied not only according to the times, but also according to the issues at stake. In doing so, Arturo Santa-Cruz comprehensively covers a variety of issues in the bilateral agenda such as drug trafficking, electoral observation, human rights, investment, migration, security, and trade, as well as some defining moments in the relationship, such as the 1923 US granting of recognition to the Mexican post-revolutionary regime, the 1938 oil nationalization, the 1982 debt crisis, and the 1995 financial bailout. These diverse cases, analyzed through an original analytical approach, capture sovereignty’s multifocal meaning.

This policy is mainly for domestic consumption, and it is also linked to the type of actors that are involved in the decision-making process and to the kind of topics included in the agenda. This principled pragmatism is related to the nature of the intention: principism is deliberate and pragmatism is forced; and this policy is used to increase Mexico’s international bargaining power.

Book excerpt: Modern criminal justice institutions globally include police, criminal courts, and prisons. Prisons, unlike courts which developed out of an old aristocratic function and unlike police which developed out of an ancient posse or standing army function, are only about 200 years old and are humanitarian inventions. Prisons, defined as modern institutions that deprive the freedom of individuals who violate societies’ most basic norms in lieu of corporal or capital punishment, were near universal at the dawn of the 21st century and their use was expanding globally. The US alone spent $60 billion on prisons in 2014. Prison Bureaucracies addresses two fundamental questions. Do prisons in Christian, Hindu, and Muslim societies separated by space and level of socioeconomic development follow a common evolutionary path? Given that differences in prison structure and performance exist, what factors—resources, laws, leadership, historical accident, institutions, culture—account for differences? Based on more than 150 interviews conducted in ten international trips with prison administrators in 15 male state prisons in the US, Mexico, India, and Honduras, Norris provides ethnographic descriptions of prisons bureaucracies that are immediately recognizable as similar institutions, but that nonetheless possessed distinctive forms and developmental trajectories. Economists and political scientists have argued that incentives provided by institutions matter for good or bad public administration, and this is undeniable in the prisons of this study. But institutional incentives were one factor among many affecting the form and function of the prisons and prison systems of this study.
