Book excerpt: In Andean Bolivia, racial and cultural differences are most visibly marked on women, who often still wear native dress and speak an indigenous language rather than Spanish. In this study of modernity in Bolivia, Marcia Stephenson explores how the state's desire for a racially and culturally homogenous society has been deployed through images of womanhood that promote the notion of an idealized, acculturated female body. Stephenson engages a variety of texts—critical essays, novels, indigenous testimonials, education manuals, self-help pamphlets, and position papers of diverse women's organizations—to analyze how the interlocking tropes of fashion, motherhood, domestication, hygiene, and hunger are used as tools for the production of dominant, racialized ideologies of womanhood. At the same time, she also uncovers long-standing patterns of resistance to the modernizing impulse, especially in the large-scale mobilization of indigenous peoples who have made it clear that they will negotiate the terms of modernity, but always "as Indians."

In The Friendly Liquidation of the Past—one of the first texts to examine this issue comprehensively —Van Cott focuses on the efforts of Bolivia and Colombia to incorporate ethnic rights into their fragile democracies. In the1990s, political leaders and social movements in Bolivia and Colombia expressed dissatisfaction with the quality of democracy--its exclusionary nature, the distance and illegitimacy of the state, and the empty promise of citizenship. The highly symbolic act of constitution making elevated a public struggle for rights to the level of a discussion on the meaning of democracy and the nature of the state. Based on interviews with more than 100 participants in the reforms, Van Cott demonstrates how issues promoted by social movements—recognizing ethnic diversity, expanding political participation and improving representation, and creating spheres of cultural and territorial autonomy—were placed on the constitutional reform agenda and transformed through strategic interaction with political power-brokers into the nation’s highest law. The analysis follows each reform through five years of implementation to assess the early results of what Van Cott suggests is an emerging regional model of multicultural constitutionalism. The Friendly Liquidation of the Past fills an important gap in the study of ethnic politics and constitutional reform in the Andes, linking the literature on institutions and political reform to work in political theory on participatory democracy and multiculturalism.

Book excerpt: In the early 1970s, a group of Colombian intellectuals led by the pioneering sociologist Orlando Fals Borda created a research-activist collective called La Rosca de Investigación y Acción Social (Circle of Research and Social Action). Combining sociological and historical research with a firm commitment to grassroots social movements, Fals Borda and his colleagues collaborated with indigenous and peasant organizations throughout Colombia. In Cowards Don’t Make History Joanne Rappaport examines the development of participatory action research on the Caribbean coast, highlighting Fals Borda’s rejection of traditional positivist research frameworks in favor of sharing his own authority as a researcher with peasant activists. Fals Borda and his colleagues inserted themselves as researcher-activists into the activities of the National Association of Peasant Users, coordinated research priorities with its leaders, studied the history of peasant struggles, and, in collaboration with peasant researchers, prepared accessible materials for an organizational readership, thereby transforming research into a political organizing tool. Rappaport shows how the fundamental concepts of participatory action research as they were framed by Fals Borda continue to be relevant to engaged social scientists and other researchers in Latin America and beyond.

Book excerpt: Between 2013 and 2015, the Food and Agriculture Organization of the United Nations (FAO) and the French National Institute for Agricultural Research (INRA) undertook a survey of innovative approaches that enable markets to act as incentives in the transition towards sustainable agriculture in developing countries. Through a competitive selection process, 15 cases from around the world provide insights into how small-scale initiatives that use sustainable production practices are supported by market demand, and create innovations in the institutions that govern sustainable practices and market exchanges. These cases respond to both local and distant consumers’ concerns about the quality of the food that they eat. The book evidences that the initiatives rely upon social values (e.g. trustworthiness, health [nutrition and food safety], food sovereignty, promotion of youth and rural development, farmer and community livelihoods) to adapt sustainable practices to local contexts, while creating new market outlets for food products. Specifically, private sector and civil society actors are leading partnerships with the public sector to build market infrastructure, integrate sustainable agriculture into private and public education and extension programmes, and ensure the exchange of transparent information about market opportunities. The results are: (i) system innovations that allow new rules for marketing and assuring the sustainable qualities of products; (ii) new forms of organization that permit actors to play multiple roles in the food system (e.g. farmer and auditor, farmer and researcher, consumer and auditor, consumer and intermediary); (iii) new forms of market exchange, such as box schemes, university kiosks, public procurement or systems of seed exchanges; and (iv) new technologies for sustainable agriculture (e.g. effective micro-organisms, biopesticides and soil analysis techniques). The public sector plays a key role in providing legitimate political and physical spaces for multiple actors to jointly create and share sustainable agricultural knowledge, practices and products.

The state bears responsibility for the realization of civic needs, providing goods and services to each citizen. Doing so requires the exercise and maintenance of social and political control. It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward. In Colombia the rural patron has become a member of the higher clientelistic system as well; he is dependent on a patron who operates at the national level. This enables urban elites to mobilize low-status clients for such acts as mass demonstrations of political loyalty to the regime. Book excerpt: Conflicts over subterranean resources, particularly tin, oil, and natural gas, have driven Bolivian politics for nearly a century. “Resource nationalism”—the conviction that resource wealth should be used for the benefit of the “nation”—has often united otherwise disparate groups, including mineworkers, urban workers, students, war veterans, and middle-class professionals, and propelled an indigenous union leader, Evo Morales, into the presidency in 2006. Blood of the Earth reexamines the Bolivian mobilization around resource nationalism that began in the 1920s, crystallized with the 1952 revolution, and continues into the twenty-first century. Drawing on a wide array of Bolivian and US sources, Kevin A. Young reveals that Bolivia became a key site in a global battle among economic models, with grassroots coalitions demanding nationalist and egalitarian alternatives to market capitalism. While US-supported moderates within the revolutionary regime were able to defeat more radical forces, Young shows how the political culture of resource nationalism, though often comprising contradictory elements, constrained government actions and galvanized mobilizations against neoliberalism in later decades.
