Book excerpt: "La presente tesis doctoral tiene como objetivo desarrollar nuevos modelos para la toma de decisiones en la gestión del riesgo operacional y problemas del sector asegurador. Dichos modelos se basan en la aplicación de diferentes herramientas de lógica difusa para la toma de decisiones, principalmente la teoría de los efectos olvidados (Kaufmann & Gil Aluja, 1988) y los operadores OWA (Yager, 1988). Desde el inicio el trabajo se enfocó en los modelos de toma de decisiones para el tratamiento del riesgo operacional, ya que por la complejidad del tema vi la oportunidad de desarrollar una investigación en la que se pudiera tratar la información cualitativa e implementar modelos que incluyan las opiniones de expertos para mejorar la gestión del riesgo. Sin embargo, en el transcurso de la tesis también tuve la oportunidad de trabajar en el proyecto de investigación "Inteligencia computacional aplicada al sector asegurador" financiado por la Fundación Mapfre y desarrollado en la Universidad de Barcelona. En dicho proyecto se llevaron a cabo trabajos de investigación dentro del campo de la lógica difusa y particularmente con operadores de agregación OWA y mi trabajo de investigación se amplió a otros problemas del sector asegurador relacionados con la toma de decisiones en procesos de tarificación, reaseguro y selección de proveedores, los cuales influyen directa o indirectamente en la gestión del riesgo operacional y otros tipos de riesgos. Esta tesis está estructurada de la siguiente forma: una primera parte preliminar que presenta en el capítulo 1: la introducción, justificación, objetivos y metodología y en el capítulo 2 el estado de la cuestión. La segunda parte contiene las contribuciones así: en capítulo 3 se presenta un modelo multiexperto de relaciones de causalidad utilizando el operador OWA, en el capítulo 4 se presenta un nuevo modelo de decisión que comprende la teoría de la utilidad multiatributo, variables de inducción y el operador OWA. Como resultado se propone un nuevo operador denominado induced generalized OWA multi-attribute utility theory generalized (IGOWA-MAUT) operator, en el capítulo 5 se presenta un modelo de toma de decisiones multicriterio aplicado a reaseguros, que incluye el operador OWA con medidas de distancia, variables inducidas y conjuntos borrosos, en el capítulo 6 se presenta un modelo de toma de decisiones multicriterio para consensuar la opinión de un grupo de expertos aplicado a la selección de proveedores y se propone el operador denominado multi-person multi-criteria induced ordered weighted average distance (MP-MC-IOWAD) operator, en el capítulo 7 se presenta un modelo de toma de decisiones aplicado a un problema de estrategia de precios en seguros que incluye en el análisis, diferentes operadores OWA con números intervalo, en el capítulo 8 se evalúa la aplicabilidad de los operadores: Fuzzy Generalized Probabilistic OWA (FGPOWA) operator, Uncertain Generalized Probabilistic Weighted Averaging (UGPWA) operator e Induced Linguistic Probabilistic Ordered Weighted Averaging (ILPOWA) operator y finalmente en el capítulo 9 se presentan las conclusiones de esta investigación y las futuras líneas de investigación." -- TDX.

Professor Michael Glykas has done an exceptional job in bringing together and editing its seventeen chapters. The volume appears nearly a quarter century after my original article “Fuzzy Cognitive Maps” appeared in the International Journal of Man-Machine Studies in 1986. The volume accordingly reflects many years of research effort in the development of FCM theory and applications—and portends many more decades of FCM research and applications to come. FCMs are fuzzy feedback models of causality. They combine aspects of fuzzy logic, neural networks, semantic networks, expert systems, and nonlinear dynamical systems. That rich structure endows FCMs with their own complexity and lets them apply to a wide range of problems in engineering and in the soft and hard sciences. Their partial edge connections allow a user to directly represent causality as a matter of degree and to learn new edge strengths from training data. Their directed graph structure allows forward or what-if inferencing. FCM cycles or feedback paths allow for complex nonlinear dynamics. Control of FCM nonlinear dynamics can in many cases let the user encode and decode concept patterns as fixed-point attractors or limit cycles or perhaps as more exotic dynamical equilibria. These global equilibrium patterns are often “hidden” in the nonlinear dynamics. The user will not likely see these global patterns by simply inspecting the local causal edges or nodes of large FCMs.

The first is a risk assessment problem. The second relates to risk management. This book provides background on the risks relevant in water systems planning, the different approaches to scenario definition in water system planning, and an introduction to the decision-scaling methodology upon which the decision tree is based. The decision tree is described as a scientifically defensible, repeatable, direct and clear method for demonstrating the robustness of a project to climate change. While applicable to all water resources projects, it allocates effort to projects in a way that is consistent with their potential sensitivity to climate risk. The process was designed to be hierarchical, with different stages or phases of analysis triggered based on the findings of the previous phase. An application example is provided followed by a descriptions of some of the tools available for decision making under uncertainty and methods available for climate risk management. The tool was designed for the World Bank but can be applicable in other scenarios where similar challenges arise.
