D'abord dans leurs discours et positions vis-à-vis de la langue française pendant la période coloniale ; ensuite dans leurs actions, une fois pris en mains le destin de leur pays. Pour Habib Bourguiba, Diori Hamani ou Léopold Sédar Senghor, le français était une arme de résistance contre l'autorité coloniale. Une fois au pouvoir, ces hommes ont développé une politique linguistique bilingue où le français avait toute sa place. Ils le concevaient davantage comme une langue de pensée, de culture, d'émancipation et de modernisation de leurs pays que comme une simple langue de travail. Leurs théories, discours, actions mais également leurs souhaits de constituer une francophonie institutionnelle ont préfiguré la mise en place des instances francophones. Cet ouvrage rappelle d'abord que l'idée même de la francophonie n'était pas franco-française. En allant au-delà des mythes, il met ensuite l'accent sur la convergence des points de vue des Pères fondateurs sur une destinée commune. A une époque où la France se débattait dans la décolonisation, proposer une telle initiative était un pari risqué, d'où le scepticisme du général De Gaulle au départ. Ils ont su distinguer idéologie coloniale et héritage linguistique et culturel ; ils ont compris que les pays fraîchement indépendants avaient tout à gagner en faisant fructifier l'héritage linguistique. C'est l'idée de la francophonie : avoir une langue en partage, ce qui lui confère un cadre multiculturel et multilatéral.

Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes.
