Book excerpt: The European Rescue of the Franco Regime, 1950-1975 explores how the governments of the founding members of the European Coal and Steel Community and the European Economic Community, acting collectively via the European Communities, assisted in the consolidation of the Franco regime. It explains how the Six (the Nine after 1972) implemented a set of policy measures that facilitated the subsistence of the Franco regime, proving that trade with the Six improved Spain's overall economic performance, which in turn secured Franco's rule. The Six provided the Spanish economy with a stable supply of essential raw materials and capital goods and with outlet markets for the country's main export commodities. Through these mechanisms the European Communities assisted Spanish economic development and supported the stabilization of the non-democratic political regime ruling Spain. The Franco regime was never threatened by European integration and the Six/Nine managed to isolate meaningful Community negotiations with Spain from mounting political disturbance. The European Rescue of the Franco Regime, 1950-1975 shows that without unremitting material assistance from Western Europe, it would have been considerably more challenging for the Franco regime to attain the stability that enabled the dictator to maintain his rule until he died peacefully at 82 years old.

In so doing they played a major role in fuelling economic and industrial development across Europe, providing capital for major projects, particularly in the mining and railway sectors. Nowhere was this more apparent than in Spain, where for more than a century the House of Rothschild was one of the primary motors of Spanish economic development. Yet, despite the undoubted importance of the Rothschild's role, questions still remain regarding the actual impact of these financial activities and the effect they had on financial sectors, companies and Spanish markets. It is to such questions that this book turns its attention, utilising a host of archive sources in Britain, France and Spain to fully analyse the investments and financial activities carried out by the Rothschild House in Spain during the nineteenth and early twentieth centuries. In so doing the book tackles a variety of interrelated issues: Firstly, fixing the period when the main capital entries sprung from the initiatives taken by the Rothschild family, how consequential they really were, and the sectors they affected. Secondly, quantifying the importance of these investments and financial activities and the weight they had on financial sectors, companies and Spanish markets, as well as in foreign investment in each period. Thirdly, outlining the steps followed and means used by the Rothschild House in order to achieve the success in each of their businesses. Finally, analysing the consequences of this phenomenon in the actual growth of Spanish contemporary economy, both in a general and in a partial scale. By exploring these crucial questions, not only do we learn much more about the working of one of the leading financial institutions and the development of the Spanish economy, but a greater understanding of the broader impact of international finance and the flow of capital in the nineteenth century is achieved.

Book excerpt: This book analyses the influence of Francoist policy on agricultural output in the 1939-55 period. The focus is on the wheat, olive and wine sectors and special attention is given to small-scale farmers. Agrarian policy for wheat and olive oil included pricefixing, production quotas and rationing of consumption. Producers and consumers circumvented intervention by creating a black market. When earnings from the black market are included, value of output per unit of land remained close to pre-war levels. It is then concluded that the decrease in wheat output was caused by lack of draught animals and fertilisers rather than state intervention. Intervention in the wheat sector was therefore desirable from a social viewpoint but the system could have been improved significantly. Average olive oil output only fell below the pre-war level immediately after the war. Consequently, state intervention was unnecessary after 1942-43 and could have been abolished long before it was finally done in 1952. In the wine sector, policy aimed at increasing farm prices rather than decreasing consumer prices. Table wine consumption declined after the war but this was counteracted by higher demand for high-alcohol white wine for the production of brandy and industrial alcohol. Consequently, the analysis shows that similar kinds of intervention led to quite different result in terms of production, as demonstrated in the cases of wheat and olives.
