Responding to threats requires the effective coordination of the various levers of national power. These must now go beyond the traditional diplomatic, information, military and economic levers, to involve other, non-security agencies, including those responsible for the environment, health, education and industry. Through a uniquely extensive study of countries from across the world, this book considers how nations have developed bespoke coordination mechanisms to the unique threats they face, and how these mechanisms have had to evolve as the threats change. It covers nations for whom the system is well established (e.g. the US in 1947) and other countries whose arrangements are more recent, such as the UK (2010). Where the National Security Councils have existed for longest, the case studies highlight how they have transformed as the national understanding of security has changed, typically to reflect a broadening. Consequently, while there are no universal solutions, the comparative approach taken in this book identifies enduring principles for shaping the creation or reform of national security coordination fit for the challenges of the twenty-first century.

Alienation is described as withdrawing or separation of a person or a person's affections from an object or position of former attachment: alienation viewed as a sense of detachment from the values of one's society, family, and even from one's own feelings from the values of one's society and family (S. L. Halleck). Different forms of alienation, such as cultural alienation, professional alienation, and religious alienation, are among the current issues. It is obvious that we need to define different forms of alienation along with the pandemic. I believe this book will not be the first nor the last research book published on the Covid-19 pandemic. Our aim is to leave a resource on the subject for the next generation of researchers. Los PCC —más cortos y prácticos que los programas universitarios— pueden generar capital humano calificado en poco tiempo. La crisis económica provocada por la pandemia del Covid-19 ha acentuado tendencias latentes como la automatización, el uso de plataformas electrónicas y la necesidad del aprendizaje a lo largo de la vida. Para hacer frente a estas demandas, se hace indispensable la formación complementaria y readaptación profesional de la población —una tarea particularmente adecuada para los PCC. La vía rápida hacia nuevas competencias: programas cortos de educación superior en América Latina y el Caribe explora los resultados del mercado laboral y los retornos de los PCC, estudia quiénes son sus proveedores e identifica las prácticas adoptadas por los mejores programas. Este volumen, fundamentado en datos exclusivos que incluyen una novedosa encuesta a directores de PCC en cinco países de ALC, concluye que, si bien los PCC generan, en promedio, buenos resultados en el mercado laboral, su calidad varía en gran medida. Los proveedores de PCC se adaptan con rapidez y flexibilidad a las necesidades de la economía local, y las prácticas específicas relacionadas con el personal docente, el apoyo a la búsqueda de empleo y la interacción con los posibles empleadores constituyen características inherentes a los mejores programas.
