Book excerpt: Afin de faire face aux risques et aux nouveaux défis de la globalisation, les économies ont essayé de renforcer leur intégration régionale en construisant de nouveaux regroupements régionaux ou en impulsant une nouvelle dynamique aux regroupements existants. Un large mouvement d'intégration régionale a pris corps dans les différentes régions de la planète avec la consolidation de l'Union Européenne, le lancement du MERCOSUR, la mise en place de l'ALENA en Amérique du Nord ou le renforcement de l'ASEAN pour les pays asiatiques. L'Afrique n'est pas restée en dehors de ce mouvement. Le parcours de l'intégration régionale en Afrique centrale a été à l'image de celui du continent, même si le processus n'a pas été aussi loin que dans d'autres régions. L'Afrique centrale s'est dotée, dès les indépendances, d'institutions qui ont fonctionné jusqu'au début des années 1980. Ce processus connaîtra un ralentissement marqué durant cette période. Un arrêt d'autant plus important que l'Afrique centrale a été la région la plus touchée par les conflits. Cependant, cette traversée de désert ne durera pas longtemps et dès le début des années 1990, le processus d'intégration régionale en Afrique centrale sera relancé. Ainsi, la CEMAC a été créée en mars 1994 pour approfondir et renforcer l'effort d'intégration déjà entamé par l'UDEAC. Par ailleurs, en 1998 les Chefs d'États de l'Afrique centrale ont décidé de relancer la CEEAC. Cet ouvrage constitue une contribution à la réflexion sur les questions d'intégration régionale en Afrique centrale. Il reprend les travaux du Bureau de l'Afrique Centrale de la Commission Économique des Nations Unies pour l'Afrique dont le siège est à Yaoundé au Cameroun et qui a appuyé le processus d'intégration dans la sous-région. Il reprend également les contributions présentées par des experts de la sous-région lors d'un séminaire organisé par la CEA-AC en préparation au Forum Africain sur le Développement organisé en mars 2002 par la Commission Économique des Nations Unies pour l'Afrique, à Addis-Abeba, autour du thème de l'intégration régionale en Afrique.

La spécificité du continent africain conduit-elle à une spécificité dans l'application du concept ? L'intégration sur le continent africain est l'expression contemporaine du panafricanisme qui, depuis toujours, a marqué le désir d'unité des Etats africains et réponds aussi à leur désir d'émancipation. Même s'il faut reconnaître l'historicité de l'idée d'intégration et partant de l'idée d'unité en Afrique, il convient d'admettre cependant que le processus ne connaît pas un succès au niveau politique. L'historicité de l'idée n'a pas aboutit depuis les indépendances à la création des Etats-Unis d'Afrique ou encore à l'Etat africain. En dépit de tous les projets mis en place, les Etats-Unis d'Afrique restent plus au stade du discours politique. Cependant, cet échec de l'intégration en matière politique ne peut dissimuler la réalité de l'intégration sur le plan économique qui, à des degrés divers, se présente comme un moyen de lutte contre le sous-développement du continent. Malgré la multiplicité des organisations d'intégration ayant certains objectifs économiques, des efforts restent encore à fournir car tous ces processus d'intégration sont confrontés à des difficultés multiples.
