Book excerpt: The objective of this paper is to provide a statistical overview of Canadian universities' research and development (R&D) activities and commercialization undertakings. Section 2 discusses the role of universities in Canada's national R&D effort, including a depiction of trends in R&D investment by universities and other R&D performers in Canada and in other countries, an examination of the sources of funds for university research, and the identification of fields of research in universities compared to other R&D- performing sectors of the economy. Section 3 describes the output or economic benefits of university R&D. These include the contribution to the stock of scientific and technical knowledge; the training of skilled personnel; and the commercialization of intellectual property. Section 4 discusses the choice between licensing to an existing firm or starting a new company. Section 5 provides a brief discussion of the nature and profile of university-industry partnerships which help facilitate the effective transfer of technology.

The Development of Postsecondary Education Systems in Canada examines how these policies affect the structure and performance of postsecondary education. This comprehensive study compares the evolution and outcomes of higher education policy in British Columbia, Ontario, and Quebec over the past three decades. The authors begin with an understanding that in order to explain the role of postsecondary education in society, they must locate systemic change. Drawing on documentary analysis and interviews, the focus is on how policy priorities are reflected in "system" behaviours: performance, funding arrangements, design, and structural components. Current theories about the liberal-democratic state, academic capitalism, and marketization inform discussions of the changing role of higher education in a globalized knowledge society. The book presents policy and education as a multidimensional exchange between the postsecondary community, policy makers, and the behaviour and performance of educational systems and concludes that higher education is a key actor in the restructuring of the state. The Development of Postsecondary Education Systems in Canada shows how higher education policy has been driven by a changing political and economic imperative and examines the contradictions and unintended consequences of education policy. Signed in 1992, at the Eearth Summit in Rrio, the Convention on Biological Diversity answers this question by resorting to intellectual property rights on living material with the objective to create a market for genetic resources.
