With nearly 26,000 academics surveyed in 19 countries (of which 14 are reporting their results in this volume), the empirical basis of the book is the most up-to-date and far-reaching in the area. With major changes taking place both in the local and global contexts of higher education and in the working conditions within individual universities, as exemplified by increasing managerialism and performance-based funding, it is important to consider the impact of these changes on the profiles and working lives of the academic profession across different countries. But it is also important to look at the ways in which the faculty’s changing profile impacts on the organisation and management of universities and on the delivery of their central functions. Although not always obvious in the short-term, academic work and its conditions attract, incorporate and promote different types of individuals who, in turn, exert considerable influence on the nature of academic work, higher education institutions and, potentially, society. Yet by 1992 the economy was again growing, with inflation under control and the confidence of international investors restored. Mexico was now touted as an example for regimes in Eastern Europe to emulate. How did Carlos Salinas and his team of technocrats manage to gain political power sufficient to impose their economic model? How did they sustain their revolution from above despite the hardships these changes brought for many Mexicans? How did they stage their remarkable political comeback and create their “democracy within reason”? Why did Salinas succeed in keeping control of his revolution while Mikhail Gorbachev failed to do so in his similar effort at radical reform? Miguel Centeno addresses these questions by analyzing three critical developments in the Mexican state: the centralization of power within the bureaucracy; the rise of a new generation of technocrats and their use of a complex system of political networks; and the dominance of a neoliberal ideology and technocratic vision that guided policy decisions and limited democratic participation. In his conclusion the author proposes some alternative scenarios for Mexico’s future, including the role of NAFTA, and suggests lessons for the study of regimes undertaking similar transitions. Of obvious interest to students of contemporary Mexico and Latin America, the book will also be very useful for those analyzing the transition to the market in other countries, the role of knowledge in public policy, and the nature of the modern state in general.

Book excerpt: The Peace of Utrecht (1713) was perhaps the first political treaty that had a global impact. It not only ended a European-wide conflict, but also led to a cessation of hostilities on the American continent and Indian subcontinent, as well as naval warfare worldwide. More than this, however - as the chapters in this volume clearly demonstrate - the treaty marked an important step in the development of an integrated world-wide political system. By reconsidering the preconditions, negotiations and consequences of the Peace of Utrecht - rather than focusing on previous concerns with international relations and diplomacy - the contributions to this collection help embed events in a richer context of diverging networks, globalizing empires, expanding media and changing identities. Several chapters consider the preconditions and challenges to political entities such as the British and Spanish empires and French monarchy, demonstrating that far from being nation-states these were conglomerates with diverging forms of affiliation, which developed different modes and interests to face the needs and consequences of the Utrecht negotiations. This "macrostructural" perspective is complemented by chapters that focus on "microstructural" aspects, considering the personal networks and relationships that informed day-to-day actions in Utrecht. Both perspectives are then drawn together by further contributions that examine the formation of images and discourses which were intended to identify key individuals with larger political entities and their assumed interests. This approach, combining both broad and more narrowly focused case studies, reveals much about how the diplomatic discussions were framed with political and social contexts. In so doing the volume offers new perspectives concerning the formation of modern Europe at the beginning of the eighteenth century, beyond and yet connected with diplomatic developments and global entanglements.
