But its attempts to promote balanced economic development and redistribute agricultural resources created labor shortages that threatened the country's economic lifeline. New employment opportunities created through agrarian reform upset the delicate balance developed in pre-revolution years to meet the labor requirements of Nicaragua's two key crops, cotton and coffee. Laura Enriquez studied this problem extensively while working in Nicaragua between 1982 and 1989, and in Harvesting Change she provides a unique analysis of the dilemmas of reform in an agrarian society. Enriquez describes the traditional labor relations of Nicaragua's agroexport production and outlines their breakdown as agrarian reform advanced. She also assesses the alternatives adopted by the Sandinista government as it attempted to address the crisis. Her book is based on participant observation and on formal and informal interviews with a broad cross section of people involved in agricultural production, including officials involved in agrarian reform, planning, and labor; producers; workers; and representatives from associations of growers, workers, and peasants. Its military was abolished in 1948, with the keys to the armory handed to the Department of Education. Socially, Costa Rica is a success story. Although 94th in the world for GDP, it is in the top 10 on various measurements of health and well-being. Citizens enjoy high standards of living that include universal access to healthcare, education, and pensions. In addition, the country practices sustainable resource management, such as reforestation and the development of solar and wind power, and it expects to be carbon neutral by 2020. Hunting is illegal. 25% of the landmass is parks and reserves. The government supports universal health care, especially maternal and child health. Costa Rica even has a Blue Zone, an area where people live extraordinarily long, healthy lives. To some extent, Costa Rica is simply lucky: it was largely inaccessible, and it had virtually no precious minerals, therefore it was mostly spared the ravages of predatory colonialism. The Costa Rican people made very good social decisions, ranging from an avowed commitment to social democracy at the national level, to local land distribution to develop stable middle class farmers. But Costa Rica's neighbors have not enjoyed nearly as much peace and prosperity. It is unlikely that Costa Rica's demilitarization and its remarkable social success are coincidental; clearly, something special is going on. Through good luck, good leadership, and good decisions, Costa Rica has become arguably the sanest and most progressive country on earth. This book examines how and why Costa Rica is safe and independent without any military at all, and what the rest of us can learn from its success.

Book excerpt: Although sociological research has examined the reproduction of Chile’s elites, there is little empirical evidence as to how different forms of capital operate within them. Based on a survey of the country’s elites, this study examines the effect of different forms of capital (cultural, social and political) on access to strategic positions in the legislative and executive branches of government. It focuses on the political elite between 1990, when military dictator Augusto Pinochet handed over the presidency to Patricio Aylwin, his democratically elected successor, and 2010, the end of President Michelle Bachelet’s first government. At least three points are germane to this analysis: (1) understanding the nature of the party elites during the political transition; (2) describing and explaining the main aspects of the party elites’ background and social resources, including their family networks (independent variables); and (3) exploring the effect of those variables on individuals’ chances of achieving strategic positions in the political field, comparing the legislative and executive branches as represented by deputies and ministers (dependent variable).

This book highlights interregional relations and transnational dynamics between Latin America and Europe from a critical geopolitics perspective, promoting a new look for interregional relations which encompasses international cooperation and development, global policies, borders, inequalities and social movements. It brings attention to the relevance of interregionalism in the current geopolitical reconfiguration of the world system, but also argues for systematic inclusion of relevant new social actors and imaginaries in this traditional sphere of states. These social actors, particularly social movements and practices of contestation, are developing not only "international" bonds but a new "transnational" field, where networks defy traditional territorial orders.
