Son but est de fournir à divers acteurs sociaux (collectivités territoriales, entreprises, etc.) Un diagnostic sur le poids, les spécialités et l'avenir de tel ou tel territoire. On soutient dans cette thèse que l'utilisation de cette méthode implique un recours aux modélisations systémique et graphique, sans oublier l'usage raisonné de méthodes prospectives, et qu'elle doit s'articuler à une théorie de l'espace géographique à prétention réellement scientifique. Cette thèse s'attache à conceptualiser et fonder de manière théorique une pratique d'expertise jusque-là plutôt empirique, en introduisant notamment les notions de système territorial et de performance territoriale, concepts-clés de toute évaluation géographique. Après une réflexion générale, l'auteur prend appui sur des études de cas et procède en conséquence à un examen critique de cinq évaluations de régions et villes de France et de Suisse. Un dictionnaire critique achève ce travail, où les notions et problèmes essentiels sont discutés à la lumière des prémisses théoriques et des enseignements des études de cas.

Pourquoi pareil spectre de positions à l'intérieur d'une même discipline (ici en géographie) et pareille diversité de pratiques entre disciplines ? Au-delà de la compétence technique nécessaire qui peut expliquer la fréquence et la virtuosité du recours à la cartographie d'une part, au-delà de l'intérêt pédagogique de la visualisation d'un discours abstrait d'autre part, se pose plus fondamentalement la question épistémologique de la valeur heuristique de la carte dans la production du savoir. Après un groupe de contributions introductives définissant des positions théoriques différentes, voire opposées, cet ouvrage développe la réflexion autour de quatre thèmes : 1) Commandes, productions et usages de la carte ; 2) Dénaturaliser les cartes : 1e pouvoir et l'autorité ; 3) Langage graphique et construction du savoir ; 4) Cartographier l'Autre. Il se poursuit par un groupe d'interrogations transversales sur les précurseurs du langage graphique de la cartographie statistique des XVIIIe et XIXe siècles ; sur la valeur rhétorique de 1a carte, les modalités collectives de construction de l'identité et de l'altérité et des politiques publiques territoriales ; à propos des politiques urbaines, sur la force de l'instrument graphique et en même temps sa difficulté, voire son incapacité, à dire la complexité du social. Trois contributions tirent enfin quelques leçons d'ensemble : la première établit une comparaison entre les traditions cartographiques anglo-saxonne et française ; la seconde, sans nier les inconvénients, voire les risques, de l'outil cartographique, insiste sur son apport aux processus de la cognition géographique ; la dernière, interrogeant les travaux de sciences politiques en priorité mais pas exclusivement, pose la question de la redondance de l'image par rapport au texte et surtout du risque d'une cartographie d'assignation, de " portrait du roi ".

This book invites us to analyze the resources available to support crisis management and reconstruction, and consider the unequal access to these resources in different territories in order to design future territorial strategies. This often results in a form of territorial inertia after the crises. However, some innovate, imagine renewed territories, prepare for reconstruction, or even recompose territories now in order to make them more resilient. The crisis can then be the driving force or the accelerator of these changes and contribute to the emergence of new practices, or even new urban and territorial utopias.

This work provides an overview of the various territorial development processes, inclusive of both individual and collective actions. In pursuance of its objectives, the book re-examines the classical concepts of governance and regulation in order to position them in an integrative model of the initiatives which contribute dynamically to territorial development. According to this model, the concepts of governance and regulation become two axes, revealing four main reference situations which differentiate between the local initiatives (ground-up) and public actions (top-down) that coexist in a territory. The model emphasizes the need to consider the place of territorial stakeholders in regulatory processes. The book enriches this concept, familiar in a legislative context, and describes it as an area of influence of and negotiation with shareholders. It contributes to a territorial governance system which encourages development offers. It reveals the inseparable link between influence and development processes that lead to value creation. The logic of governance specifies the various sources of value creation, while the logic of regulation seeks to maximize the acceptability of such value creation by making it into an attractive proposition for stakeholders.
