Les contributions réunies dans cet ouvrage ouvrent le débat par-delà la seule architecture institutionnelle de l’Union européenne qui se voit modifiée par le traité signé le 13 décembre 2007 dans la capitale portugaise. Elles s’organisent ainsi à partir de deux perspectives complémentaires : selon que l’attention s’attarde sur l’UE en tant que système politique (gouvernance), ou que l’on s’attache à jauger la contribution de l’UE aux relations internationales (transnationalisme). At several points in accession negotiations, the issue of New Zealand’s continued trade with Britain threatened to derail UK Government attempts to join the Community. This issue also interacted with the broader context of the Cold War, economic shocks and decolonisation, materially affecting the terms of entry into the European Community, and altering Britain’s relations with its European partners and the British public’s perceptions of British membership. After entry, New Zealand continued to resurface as a continued source of tension between Britain and an integrating Europe. The role that New Zealand played sheds light on Britain’s attempts to retain global influence after the demise of its formal empire. Contributing to a growing body of research which challenges the traditional historical narratives of British ‘decline’ and colonial ‘independence’ in the second half of the twentieth century, this book fills an important gap in the historiography of Britain following the 1973 enlargement of the European Communities.

More than any other event in Central Eastern Europe, the Berlin Walls demolition contributed to reshape both geographical maps and ideological camps. It is, therefore, not in the least surprising that these events captured the attention of millions of Europeans, ranging from present-day observers to prominent experts. Still, throughout the years, the main research focus has been either on the inner German dynamics or on the role played by the Superpowers. With the 30th anniversary of the fall of the Wall in the offing and an apparent creeping estrangement between Italy and Germany making the front page, the time is ripe for providing deeper insights into the reactions arising in Italy from the German events. How did the Italian vision of the German Question evolve? How did Rome perceive and react to the process leading to German unity? What kind of tools had the European integration process and the evolution of the Italian-German relations? How did Rome cope with the challenge issued by this acceleration of history? In answering these questions, the book goes far beyond the limitations imposed by a traditional diplomatic and foreign policy approach, embracing also the economic and cultural levels, as well as the mass media. Focusing on the problems faced by Switzerland in the field of international protection of refugees as well as on the specificity of its asylum law and practice, this publication addresses the refugee problem from a national, European and international perspective. The Swiss experience serves to illustrate the wider problematic of on the one hand, the tensions between security, political and humanitarian concerns encountered by refugee-receiving states, and on the other, the need to preserve an international refugee protection regime which remains an essential component of international law and relations for so long as political solutions are not brought to the root causes of refugee exodus. This reflection on the international protection of refugees is organized around four main themes. The first examines Switzerland's response in the past to mass influx, in the light of historical case studies and the evolution of Swiss asylum law and practice. The second focuses on the question of access of refugees to asylum territories and refugee status determination procedures within the framework of the 1951 Convention on the Status of Refugees and the current Swiss asylum law. The third centres on the wider protection regime currently being forged in Europe to address a broader category of refugees, including solutions for temporary and subsidiary protection. The final theme revolves around return of refugees, including those under the Dayton and recent Kosovo agreements and covers reintegration of returnees, assistance and long-term development. This work is based on papers presented at a colloquium of the Graduate Institute of the International Studies in Geneva which was organised in collaboration with the Office of the United Nations High Commissioner for Refugees as a contribution to the 50th anniversaries of the UNHCR and the Geneva Convention relating to the Status of Refugees.

Book excerpt: In Exception Taken, Jonathan Buchsbaum examines the movements that have emerged in opposition to the homogenizing force of Hollywood in global filmmaking. While European cinema was entering a steady decline in the 1980s, France sought to strengthen support for its film industry under the new Mitterrand government. Over the following decades, the country lobbied partners in the European Economic Community to design strategies to protect the audiovisual industries and to resist cultural free-trade pressures in international trade agreements. These struggles to preserve the autonomy of national artistic prerogatives emboldened many countries to question the benefits of accelerated globalization. Led by the energetic minister of culture Jack Lang, France initiated a series of measures to support all sectors of the film industry. Lang introduced laws mandating that state and private television invest in the film industry, effectively replacing the revenue lost from a shrinking theatrical audience for French films. With the formation of the European Union in 1992, Europe passed a new treaty (Maastricht) that extended its legal purview to culture for the first time, setting up the dramatic confrontation over the General Agreement on Trade and Tariffs (GATT) in 1993. Pushed by France, the EU fought the United States over the idea that countries should preserve their right to regulate cultural activity as they saw fit. France and Canada then initiated a campaign to protect cultural diversity within UNESCO that led to the passage of the Convention on Cultural Diversity in 2005. As France pursued these efforts to protect cultural diversity beyond its borders, it also articulated "a certain idea of cinema" that did not simply defend a narrow vision of national cinema. France promoted both commercial cinema and art cinema, disproving announcements of the death of cinema.
