Book excerpt: L’essor des mouvements citoyens et sociaux de ces dernières années et la multiplication des modes d’expression de la société civile (nouveaux médias, réseaux sociaux numériques) mettent en lumière une demande accrue de démocratie participative ainsi que la création et l’utilisation croissantes de différentes instances citoyennes comme autant d’espaces de participation citoyenne permettant l’organisation et le dialogue pour la défense de droits et d’idées de citoyens. Cette place croissante de la participation citoyenne est visible en particulier dans le domaine du développement durable. Le 20e anniversaire du Sommet de Rio en 2012 a été l’occasion de constater que le développement durable s’impose peu à peu comme un principe d’action mondial et nécessite une implication des citoyens, de manière individuelle ou collective. En effet, le principe 10 de la Déclaration de Rio (1992) stipule que : « la meilleure façon de traiter les questions d’environnement est d’assurer la participation de tous les citoyens concernés, au niveau qui convient. Au niveau national, chaque individu doit avoir dûment accès aux informations relatives à l’environnement que détiennent les autorités publiques, y compris aux informations relatives aux substances et activités dangereuses dans leurs collectivités, et avoir la possibilité de participer aux processus de prise de décision. Les États doivent faciliter et encourager la sensibilisation et la participation du public en mettant les informations à la disposition de celui-ci. Un accès effectif à des actions judiciaires et administratives, notamment des réparations et des recours, doit être assuré. » De plus, le principe 22 reconnaît un rôle vital dans la gestion de l’environnement et le développement aux populations et communautés autochtones et autres collectivités locales. Il y est demandé aux États de reconnaître leur identité, leur culture et leurs intérêts, de leur accorder tout appui nécessaire et de leur permettre de participer à la réalisation d’un développement durable. Ainsi, participation et développement durable doivent être pensés de manière concomitante et interpeller citoyens et décideurs, afin de promouvoir la sensibilisation des citoyens et leur participation active au processus de décision à travers la démocratie participative. Cette participation s’articule à l’intersection de deux dynamiques, une première où l’État répond aux besoins de la société (par le biais de la représentation politique) et une seconde où l’État n’est que l’une des parties prenantes de l’espace public, mais facilite les occasions de rencontre, d’information, de délibération et de prise de décisions pour et par la société civile. Cette conception a inspiré des cadres légaux et réglementaires plus ou moins satisfaisants selon les forces en présence. En partant de la Déclaration des droits de l’homme et du citoyen de 1789, pionnière en la matière, et de son article 15, qui institue que la société, en tant que mandant général, a « le droit de demander compte à tout agent de son administration », jusqu’à la Déclaration de Bamako (adoptée le 3 novembre 2000) qui promeut la démocratie dans l’espace francophone et surtout la prise en compte de l’approche participative de la gestion de la cité, insistant sur le droit de chacun « d’influer sur la vie sociale, professionnelle et politique et de bénéficier du droit au développement ». C’est ainsi que la plupart des pays francophones au sud du Sahara vivent depuis quelques années déjà une expérience de décentralisation dont l’enjeu est de remettre les populations au cœur du processus du développement de leurs territoires.

Initié à ses débuts par des ONG de développement, ce mouvement rassemble une diversité d’acteurs sociaux (organisations associatives et syndicales, mouvements sociaux...), d’objectifs variés et de relations sociales multiformes convergeant vers l’altermondialisme qui se mobilisent dans les forums sociaux. Ces derniers constituent un espace de production, de reproduction et d’appropriation de l’espace public. La diversité des acteurs, des objectifs et des relations constituant l’altermondialisme nous amène à définir son identité comme étant plurielle et fluide. Par une approche sociologique qui se base sur l’analyse de ces acteurs à travers leurs rapports sociaux, l’étude a cherché à comprendre et à analyser les particularités de l’altermondialisme marocain. Cette approche permet de déterminer les formes de solidarités, les enjeux des altermondialistes, les adversaires et les alternatives proposées. Elle a, à travers l’analyse, mis aussi en exergue la lutte des acteurs altermondialistes, les méthodes de la contestation, le renouveau de l’action collective au Maroc et l’évolution dans le répertoire d’actions.
