L'édition 2014 du rapport présente aussi de nouveaux éclairages sur l'ensemble d'indicateurs de la sécurité alimentaire introduit en 2013 et analyse plus en profondeur les dimensions de la sécurité alimentaire - la disponibilité, l'accès, la stabilité et l'utilisation. En mesurant la sécurité alimentaire à travers ces dimensions, cet ensemble d'indicateurs donne une image détaillée des défis à relever dans un pays en matière de sécurité alimentaire et de nutrition, ce qui est utile pour la conception d'interventions ciblées. Il est indispensable, pour éradiquer la faim, d'obtenir un engagement politique soutenu au plus haut niveau. Cela implique que l'on mette la sécurité alimentaire et la nutrition au premier rang des préoccupations politiques et que l'on crée un environnement propice à l'amélioration de la sécurité alimentaire et de la nutrition. Le rapport de cette année examine les expériences variées de sept pays, en mettant tout particulièrement l'accent sur l'environnement propice à la sécurité alimentaire et à la nutrition qui traduit la volonté et les capacités présentes dans quatre dimensions: les politiques, programmes et cadres juridiques; la mobilisation des ressources humaines et financières; les mécanismes de coordination et les partenariats; la prise de décisions fondées sur des éléments concrets.

Sustainable agriculture is a discipline that addresses current issues such as climate change, increasing food and fuel prices, poor-nation starvation, rich-nation obesity, water pollution, soil erosion, fertility loss, pest control, and biodiversity depletion. Novel, environmentally-friendly solutions are proposed based on integrated knowledge from sciences as diverse as agronomy, soil science, molecular biology, chemistry, toxicology, ecology, economy, and social sciences. Indeed, sustainable agriculture decipher mechanisms of processes that occur from the molecular level to the farming system to the global level at time scales ranging from seconds to centuries. For that, scientists use the system approach that involves studying components and interactions of a whole system to address scientific, economic and social issues. In that respect, sustainable agriculture is not a classical, narrow science. Instead of solving problems using the classical painkiller approach that treats only negative impacts, sustainable agriculture treats problem sources. Because most actual society issues are now intertwined, global, and fast-developing, sustainable agriculture will bring solutions to build a safer world.

The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South-South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernization and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research -- including more than 280 interviews -- conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. Relying on a new theoretical approach to International Relations -- one based on public policy analysis and international political sociology -- she moves beyond a debate about conventional notions of international power. New Geographies of Global Policy-Making will be interest to scholars and researchers of international relations, public policy analysis, political sociology, comparative politics, and Latin American studies.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation. To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms.
