Elles indiquent également et de façon irréfutable que sans un engagement redoublé, aux niveaux national et mondial, l'objectif de réduire de moitié le nombre des personnes souffrant de la faim d'ici à 2015 ne sera pas atteint. Dans toutes les régions en développement, un certain nombre de pays ont réussi à réduire la faim, de manière sensible et constante, depuis 1990-1992, la période de référence du Sommet mondial de l'alimentation. Malheureusement, ces pays sont une exception et non pas la règle. En 1999-2001, le nombre des personnes sous-alimentées dans l'ensemble du monde en développement était estime à 798 millions, soit à peine 19 millions de moins que pendant la période de référence du SMA. Pire encore, au cours de la période de quatre ans pour laquelle on dispose de données récentes, aucune diminution du nombre estimatif des personnes sous-alimentées n'a été enregistrée dans les pays en développement, En réalité, ce nombre a augmenté de 4,5 millions par an. Cette cinquième édition de L'état de l'insécurité alimentaire dans le monde présente en détail les récentes tendances observées dans les pays en développement et dans les pays en transition. Elle contient également une analyse des facteurs qui ont favorisé ou entravé les efforts déployés vers l'objectif du SMA. D'autres articles analysent l'impact sur la sécurité alimentaire de facteurs aussi divers que la pandémie de VIH/SIDA, la gestion améliorée des ressources en eau et l'intégration croissante des pays en développement dans les marchés et les accords commerciaux internationaux. La présente édition du SOFI met en relief l'existence de signes prometteurs indiquant que de nombreux pays considèrent la persistance de la faim non pas comme un motif de désespoir, mais plutôt comme une incitation urgente à l'action. Divers pays ont lancé des campagnes agressives pour la réalisation de l'objectif du SMA sur le territoire national. Plusieurs d'entre eux se sont engagés à éradiquer totalement la faim. Les stratégies mises en œuvre pour y parvenir renferment les éléments clés d'une action sur deux fronts conjuguant des interventions immédiates destinées à garantir l'accès des personnes souffrant de la faim à la nourriture, et des initiatives de développement visant à augmenter l'emploi, le revenu et la production vivrière dans les communautés appauvries. Ces pays montrent le chemin à suivre. Avec un engagement comparable à l'échelle mondiale, l'objectif du SMA est encore réalisable.

The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South-South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernization and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles.
